    Job Description

    OPEN TO PERMANENT PROCUREMENT ANALYSTS**

    The Division of Family and Child Health (DFCH) of the New York City Department of Health and Mental Hygiene is charged with the creation and oversight of programs, policies, services, and environments that support physical and socio-emotional health, and promote primary and reproductive health services, health equity, social justice, safety and well-being for New York City families and children. The Division is comprised of the Bureau of Maternal Infant and Reproductive Health, the Bureau of Early Intervention, the Office of School Health, and the Bureau of Administration. The Bureau of Administration consists of four units, Contracting, Budget & Analytics, Procurement & Administration and Human Resources, that work together to help all programmatic bureaus within the Division to achieve their vision, by providing expert operational support, guidance and customer service.

     

    Under the direction of the Deputy Director of Contracts, the Contract Analyst will perform responsible work in the coordination, monitoring and/or evaluation of various contracts/projects aimed at improving Administration, Customer Service and Project Management within the Division of Family & Child Health, by coordinating systems and procedures to ensure minimal delays in the workflow and reliable tracking of contract activities.

    DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

    Under the general supervision of the Deputy Director of Contracts, the Contract Analyst will help with submission, development, coordination, reporting, monitoring and evaluation of contracts within the Division of Family & Child Health. The responsibilities of the Contract Analyst will include, but not be limited to:

     

    - Initiate and submit Contract Action Request in agency's contract management system and utilize Citywide systems in the processing and approval of procurement actions and contract awards; assist with preparing contract change or modifications

     

    - Review contract requests for completeness, accuracy, and compliance with rules, procedures, laws and other regulations

     

    - Draft contract documents such as solicitations and concept papers

     

    - Promote increased utilization of City-Certified M/WBE vendors and assist the procurement unit to process M/WBE related contracts

     

    - Evaluate, review and analyze contracts, including memorandum of agreements and small purchases, to determine compliance with established City, State and Federal procurement rules and guidelines

     

    - Provide technical and analytical assistance on contracting methods and practices to the Division's Programs

     

    - Communicate with vendors to request required documents, and review submitted documents for completion and compliance with procurement rules and regulations

     

    - Collaborate with ACCO, Program and legal staff in the preparation of contract scope and budgets

     

    - Work in partnership with all involved parties for the implementation of cross-Bureau projects

     

    - Ensure timely registration of contracts from time of assignment until registration stage

     

    - Collaborate with program staff to review and process RFP's contract renewals, amendments, budget modifications and other contract changes

     

    - Ensure data integrity within the Department and Division contract management systems by tracking assigned contracts

     

    - Provide periodic and ad-hoc contract reports and analysis to senior management and program staff

     

    - Serve as a liaison between DFCH staff and vendors to resolve outstanding issues

     

    - Assist with special projects related to the Division's contracting activities as needed

    Residency Requirement

     

    New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.

    PROCUREMENT ANALYST - 12158

    Qualifications

    1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or

    2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or

    3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or

    4. A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.

    SPECIAL NOTES:

    To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.

     

    To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.
