             Job Description The Mayor's Office of Contract Services (MOCS) is a New York City oversight and service agency that manages procurement citywide, from planning and release of agency solicitations to payment of vendors. Annually, agencies procure billions in products and services from a diverse pool of vendors that represent various industries. MOCS therefore aims to ensure that the procurement process remains fair, transparent, efficient and cost-effective. MOCS makes it easier to do business through use of end-to-end technology tools, increases transparency by publication of enriched data and hosting public hearings, and strengthens procurement operations by providing direct assistance and resources to all stakeholders. MOCS also partners with agencies and vendors to identify areas for policy reform, resulting in ongoing process improvement to reduce administrative burdens and increase the positive impact of services on communities. The MOCS Director serves as the City Chief Procurement Officer. Under the direction of the Deputy General Counsel, with latitude for the exercise of independent judgment, the Senior Attorney is responsible for the following: - Providing legal advice and analysis on a broad range of procurement-related matters, including system design and implementation protocols for the citywide online procurement portal PASSPort; - Providing legal advice on matters impacting procurement risk management, including vendor enrollment, integrity information and disclosures, performance evaluations, and public access; - Interviewing vendors and in consultation with the Law Department and the Department of Investigation, negotiate and draft terms of agreements with vendors to resolve integrity concerns, including corrective action plans; - Drafting standard contract and solicitation language, directives, and guidance materials for agencies to implement legislative and policy initiatives; - Monitoring and advising on legislative and policy issues at city, state, and federal levels - Researching and drafting testimony, regulations and policy memoranda; - Representing the CCPO/MOCS in connection with various interagency task forces, working groups, and the City’s Contract Dispute Resolution Board; - Assisting in the resolution of disputes regarding contract registration issues, vendor protests and audit findings with the Office of the Comptroller; drafting and reviewing responses to audit findings; - Drafting procurement related rules and coordinating CAPA processes; - Providing training and technical assistance to agencies to facilitate best practices and compliance; - Managing issues relating to records retention, identifying information law, required agency reporting, conflicts of interest and ethics, and litigation holds - Providing legal advice to agency staff on operational matters, including employment, purchasing, and IT security PREFERRED SKILLS - Graduation from an accredited law school with a Juris Doctor degree and a minimum of 3 years of full-time practicing experience; - Admission to the New York State Bar - Experience in and knowledge of New York City government, particularly in functions relating to public procurement and contracting - Background in negotiating and managing contracts and contractors for IT TO APPLY External applicants, please go to www.nyc.gov/careers/search and search for Job ID #753963 Current City Employees may apply via Employee Self Service (ESS) http://cityshare.nycnet/ess Click on Recruiting Activities/Careers and Search for Job ID #753966 ADDITIONAL INFORMATION To best serve the City we represent, Mayor’s Office of Contract Services (MOCS) seeks individuals from a variety of backgrounds who can bring different perspectives to contribute to the work of the office.
