    Research Programs Manager (Compliance and Human Research Protections) - Office of Grants and Research

    POSITION DETAILS

    The CUNY School of Medicine (CUNY SoM) located in the heart of Harlem, New York, is the only medical school in the City University of New York system and the only public medical school in Manhattan. Building upon 50 years of success as the Sophie Davis School of Biomedical Education, the institution transitioned to the CUNY School of Medicine (SoM) in 2016. The CUNY SoM offers an accelerated BS/MD degree (7-year program) and a Physician Assistant Master’s Degree (27-month program). True to its legacy of access, opportunity, and community transformation, the medical school’s mission remains to recruit highly talented students who represent New York City itself. CUNY SoM places a special emphasis on the recruitment of those who are underrepresented in the field of medicine and on training high quality, culturally competent health professionals and scientists equipped to address the healthcare needs of New York’s medically under-served communities. As a major priority, CUNY SoM also seeks to enhance the recruitment and retention of senior leadership, faculty, and staff to more closely reflect the makeup of our student body.

     

    The Grants & Research department is currently seeking a Research Programs Manager. The position will report to the Senior Associate Dean for Research and Strategy/Chief Research Officer. The Research Manager will oversee several key domains within the Medical School, including ensuring compliance with CUNY HRPP Policies and Procedures, and managing the implementation of compliance policies.

    In addition to the responsibilities outlined above, the Research Programs Manager responsibilities include but are not limited to the following:

    + Oversees regulatory compliance across multiple domains, including the Human Subjects Research Program (HSRP), Export Controls, IRB agreements, approvals, amendments, and Intellectual Property (as applicable).

    + Leads the development and implementation of efficient workflows to support high-quality human subject research operations.

    + Manages the review process for protocols, agreements, and deliverables; drives quality assurance, internal audits, and stakeholder training initiatives.

    + Provides expert-level regulatory and ethical guidance to researchers, students, and staff; serves as a primary point of contact for complex inquiries.

    + Conducts and supervises pre-reviews of HRPP/IRB submissions to ensure alignment with federal and institutional policies; makes determinations and exempt review decisions.

    + Manages and develops IRB review processes, including protocol distribution for full board and expedited reviews, and oversees the preparation and issuance of approval documentation; Negotiates and facilitates IRB Authorization Agreements (IAAs) and Reliance Agreements with partner institutions.

    + Maintains ongoing communication with researchers throughout the review process to ensure compliance and timely approvals.

    + Supervises and trains faculty and staff engaged in human subject research activities, fostering a culture of compliance and continuous improvement.

    + Engages in strategic professional development and actively represents the Office of Research at HRPP meetings and external regulatory forums.

    + Leads planning and execution of IRB-related meetings, workshops, special events.

    + Performs other duties as assigned by the Senior Associate Dean for Research and Strategy/Chief Research Officer or designee.

    QUALIFICATIONS

    Bachelor's degree and six years' related experience required.

    Preferred:

    + Master’s degree is preferred.

    + Substantial research compliance and integrity experience, including broad HRPP and IRB compliance program management experience.

    + Significant knowledge of current government, sponsor, and industry laws, regulations, and requirements for research compliance.

    + Demonstrated ability to provide guidance and training to stakeholders on the interpretation and application of regulations and requirements for research activities.

    + Strong organizational and project management skills to develop objectives, set and adapt to changing priorities, manage competing demands/changes and meet deadlines.

    + Proactive, flexible and collaborative work style with strong interpersonal communication presentation and negation skills to forge successful relationship with diverse faculty, staff, and external partners.

    + Detail oriented and precise with strong research, writing, and analytical skills, plus ability to thrive in a demanding, multi-faceted, and time-sensitive office.

    + Commitment to public service, service excellence, inclusion, equity, ethics, and integrity to manage highly sensitive information and material discretely.

    + Compute proficiency using academic, administrative, financial systems, databases and programs, plus Microsoft Office and Google Suite programs, remote/virtual meeting and collaboration tools (MS Teams, Zoom, WebEx, Skype, etc.).

    CUNY TITLE OVERVIEW

    Manages College research programs and provides support for related compliance activities.

     

    + Administers various aspects of research programs including submission reviews, compliance education, and project protocols.

    + Provides administrative support and guidance to researchers and administrators with regards to applicable federal, state, local, University, and College regulations, laws, and policies.

    + Ensures investigators and key personnel complete required training.

    + Delivers or oversees educational training on research and related activities such as research subject rules and protocols, research compliance and integrity, etc.

    + Monitors research subject care and use to ensure safety measures are met.

    + Serves as primary contact with other College departments and external organizations on research program needs and activities.

    + Collects information on, monitors, and reports on the advancement and completion of research projects and compliance.

    + May administer grant funds, prepare proposals, and research potential funding sources.

    + May manager program administrative and clerical staff.

    + Performs related duties as assigned.

    COMPENSATION AND BENEFITS

    Salary Range: $74,249 - $102,408

     

    Salary commensurate with education and experience.
