    Harris is hiring for a Senior Regulatory Permitting Specialist to join our Environmental Planning and Compliance team in the Biology Group.

    The Senior Regulatory Permitting Specialist will be responsible for:

    + Preparation and submittal of Clean Water Act, California Fish and Game Code, California Coastal Commission, Federal and State Endangered Species Act, and Bay Conservation Development Commission permit applications

    + Lead consultations and coordination with resource and regulatory personnel and permitting efforts

    + Streamlining and updating approaches to permitting to benefit Harris’s clients

    + Represent clients in meetings, site visits, and phones calls with regulatory permitting agency staff members

    + Providing guidance during difficult regulatory agency negotiations and consultations

    + Conduct aquatic resources delineations and write and senior review aquatic resources delineations reports

    + Develop and negotiate mitigation strategies

    + Participate in interviews for the Biology Team or with larger teams at Harris for various clients for projects and contracts with regulatory permitting

    + Training biology and cultural team staff as well as mentoring, providing technical subject matter expertise to, and training junior, mid-level, and senior staff with regard to regulatory permitting

    + Writing proposals for regulatory permitting pursuits and business development support

    + Creating, updating, and/or following established SOPs methodologies and systems with regard to a permitting and aquatic resources delineations and reporting, and ensuring processes for data QA/QC and ethics of collection are adhered to

    + Managing projects, including those with large-scale compliance requirements relating to permit conditions and federal and state regulations/guidelines

    + Independently developing work breakdown structures for control and integrity of work to be performed (defined by the contracts and scopes of work)

    + Providing guidance during difficult regulatory agency negotiations and consultations

    + Providing senior review of large, complex biological-based documents including Biological Resources Technical Reports, Aquatic Resources Delineation Reports, focused species surveys results reports, resource agency applications, restoration plans, and other technical documents

    + Performing client and project management duties such as forecasting, tracking, accounting updates, invoicing, progress reports, and scheduling

    + Reviewing contracts for understanding of scope, fee, schedule, and deliverables, and all other contractual obligations

    + Monitoring and analyzing project costs, commitments, accruals, and changes, and takes corrective action where and when necessary

    Required Qualifications & Skills

    + Bachelor’s Degree in environmental or biological sciences or natural resources.

    + Previous experience working for regulatory agencies (i.e., USACE, CDFW, RWQCB) processing permit applications for project proponents as well as coordination and consultation with other outside agencies.

    + 8+ years of experience in regulatory permitting.

    + Proven experience with and ability to streamline permitting application processes to ensure timely permit receipt and improve consultation.

    + Knowledge of programmatic regulatory permitting and Experience with complex environmental issues and regulation requirements to improve programmatic permitting and standard permitting processes.

    + Expert level knowledge of wetland and endangered species regulations in California.

    + Proven positive working relationships with a variety of resource and regulatory staff personnel with regard to permitting.

    + Experience with and training in conducting aquatic resources delineations.

    + Experience with permitting invasive species and voluntary/involuntary restoration projects.

    + Ability to write and review aquatic resource delineation reports and provide senior review to ensure the reports are acceptable to resource agencies.

    + Experience coordinating and leading meetings with clients and agencies.

    + Excellent writing, communication, and organizational skills.

    + Data management experience, including electronic data collection in field; managing large data sets.

    + Ability to work in a high-paced environment where changing client priorities may result in the need to develop creative solutions to get the job done.

    Preferred Qualifications & Skills

    + Experience with mentoring and training staff.

    + Experience with regulatory permitting in other Districts throughout the US.

    + Experience as a consultant or close communications with consulting firms.

    + Proficient use of Word, Excel, Adobe Acrobat, Google Earth, and other related software.

    + Experience with GPS units/software, ArcGIS, Field Maps, QNOPY, Survey 123, ArcCollector and sub-meter field data collection.

    + Ability and desire to grow into a position with increasing supervisory and management responsibilities is preferred.

    Work Environment

    The Specialist may be required to conduct aquatic resources delineations in difficult or remote locations and therefore must be capable of working in temperature extremes for long hours and be able to handle strenuous physical activity and conditions (i.e., hiking for hours a day while carrying equipment).

    Compensation & Benefits

    The annual salary range offered for this position is $110-125k. Actual pay offered will be dependent on the experience and expertise of the incoming candidate.
