    Title: Senior Director of Performance Evaluation and Management & Quality Assurance (PEQA)

     

    Salary: $130,000 - $140,000

    Position Overview:

    The Senior Director of Performance Evaluation and Management & Quality Assurance (PEQA) is a strategic leader responsible for advancing the organization’s ability to use data, evaluation, and quality assurance to improve services, strengthen operations, and manage regulatory shifts. Reporting to the Chief Operating Officer, this role oversees performance analysts and QA staff and works cross-functionally to embed a culture of data-informed decision-making and continuous improvement.

    Essential Duties & Responsibilities:

    Performance Measurement & Management (PMM)

     

    + Lead the development and execution of a comprehensive PMM strategy that empowers staff at all levels to improve outcomes.

    + Oversee the design and implementation of dashboards and reporting tools in collaboration with IT, ensuring timely access to actionable data.

    + Support staff in identifying key metrics, collecting and interpreting data, and developing improvement plans.

    + Design and manage a data integrity plan to ensure accuracy and consistency across multiple databases.

    + Leverage PMM systems to inform program planning, strategic initiatives, and organizational decision-making.

     

    Evaluation & Research

     

    + Set agency-wide evaluation priorities to improve service delivery and contribute to sector knowledge.

    + Lead internal and external evaluation projects, including planning, design, implementation, and follow-up.

    + Analyze and synthesize data from various sources to generate insights and recommendations.

    + Manage relationships with external evaluators, researchers, and consultants.

     

    Quality Assurance & Compliance

     

    + Supervise QA staff who assess care quality in mental health and substance use disorder housing programs.

    + Oversee incident review processes and ensure timely, data-informed responses.

    + Partner with program teams to implement targeted improvement efforts based on QA findings.

    + Ensure compliance with documentation standards and regulatory requirements across programs.

     

    Capacity Building & Staff Development

     

    + Collaborate with training, IT, and QA teams to design and deliver workshops on PMM, documentation, evaluation, and database usage.

    + Provide coaching, mentoring, and guidance to staff on evaluation, data literacy, and management best practices.

    + Promote a culture of learning and continuous improvement through hands-on support and strategic guidance.

     

    Cross-Departmental Collaboration & Project Management

     

    + Act as a strategic partner to departments including HR, Finance, Operations, IT, and Training to align data systems, evaluation efforts, and quality initiatives.

    + Lead multi-stakeholder working groups to address agency-wide challenges and implement solutions.

    + Manage complex, multi-phase projects involving data systems, evaluation studies, and quality improvement initiatives.

    + Develop project plans, timelines, and deliverables; monitor progress and ensure successful execution.

    + Coordinate with external vendors and consultants on evaluation and technology-related projects.

    Qualifications:

    The ideal candidate will have a commitment to the mission of Project Renewal and passion for data driven management in order to improve Project Renewal’s ability to fully achieve that mission.

    Specific minimum requirements include:

    + Master’s degree in a related field with a minimum of three years’ experience in human services program management, evaluation, homeless services, consulting, or related field. Strong candidates with a BA and at least five years of relevant experience will be considered.

    + Knowledge of performance measurement and management approaches.

    + Demonstrated skill and experience in analyzing complex problems and systems.

    + Strong quantitative and Microsoft Excel skills

    + Proven track record in building and maintaining partnerships and teams that achieve tangible results.

    + Exceptionally strong interpersonal and communication skills as well as an ability to work effectively with multiple stakeholders (e.g.: funders, employers, colleagues, staff), understanding and incorporating diverse points of view, styles and approaches.

    + Experience and knowledge of group facilitation techniques

    + Attention to detail, with exceptional analytical, organizational, communication and project management skills.

    Preferred knowledge, skills, and abilities include:

    + Knowledge of quantitative and qualitative evaluation approaches and experience in conducting evaluations.

    + Experience working with programs that serve adults with mental health and/or substance use issues.

    + Experience using relational databases and statistical packages to collect and analyze data.

    + Consultation or capacity building experience in human services non-profits

    Hiring Min Rate 130,000 USD

     

    Hiring Max Rate 140,000 USD
