    Duties Description The Investigator 3 duties in the Division of Cemeteries will include but are not limited to the following: • Supervise Investigator 2s, manage the teams of Investigator 1s (field investigators) under their supervision, and establish and maintain internal controls and processes to ensure timely completion of work.• Train newly hired Investigator 2s and help train newly hired Investigator 1s.• Manage workflow and prioritize assignments.• Prepare policy manuals and training materials for staff.• Review proposed legislation and, together with the Director and Assistant Director, propose legislation, regulations, guidance documents, and other materials to keep cemetery regulation current.• Prepare materials for and provide technical assistance and training to cemeteries, including public presentations, attending meetings of cemetery boards, and other small-group or one-on-one training.• Supervise Investigator 2s in their efforts to work with local officials, cemeteries, and others to help prevent abandonment of cemeteries.• Review determinations that cemeteries are abandoned.• Supervise investigations and resolution of highly significant or very complex cemetery complaints.• Review Investigator 1 and Investigator 2 recommendations to the Cemetery Board concerning cemetery applications for public mausoleums, lawn crypts, major renovations, land sales or purchases, and other matters requiring cemetery board approval.• As needed, participate in significant site inspections of cemeteries and crematories on a routine basis or in connection with specific complaints or requests.• Respond to inquiries concerning cemetery operations.• Review reports of Investigator 1s and Investigator 2s on applications for funds to restore vandalism damage, repair hazardous monuments, or for deferred maintenance at abandoned cemeteries.

     

    Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:Permanent service in this title or one year of permanent competitive or 55-B/C service in a title SG-21 or higher and otherwise eligible for transfer under Civil Service Law.NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS:The minimum qualifications for Non-Competitive appointment are:Seven years of experience in a field investigative position conducting interviews of witnesses and others, taking written statements and affidavits, collecting and analyzing physical and documentary evidence, and preparing detailed written reports of investigative findings. Types of Investigative experience that could be considered qualifying: experience in such positions as police detective, insurance investigator, licensed and registered private investigator, federal investigator, state investigator, municipal investigator, child protective services investigator, in an investigative position involving trial preparations and detailed reports, or investigations within a branch of the Armed Services are examples which meet the Minimum Qualifications. Examples of non-qualifying experience include but are not limited to: experience in routine police patrol work, security guard or related security position, tax collector, collector of delinquent accounts, credit checker, legal assistant/attorney, hotel or store detective, loss prevention officer, parole officer, correction officer, guard, inspector, or experience in adoption and/or foster care placement.MQ SubstitutionAn associate degree in criminal justice, cyber security, law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, economic crime management, or homeland security can substitute for two years of specialized experience; and a bachelor's degree or higher in criminal justice, cyber security, law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, economic crime management, or homeland security can substitute for four years of specialized experience.If a degree and/or credit hours are listed, please forward your transcripts with your resume and cover letter.It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.52.7 NON-COMPETITVE PROMOTON (NCP) QUALIFICATIONS: In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates who apply for the position is three or less, a permanent appointment can be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications. To qualify, you must be a current Department of State employee and have one year of permanent, contingent permanent, or 55 B/C service as an Investigator 2. Candidates must not have failed to pass or failed to participate the last holding of the promotion examination for the title listed above.Note: Non-Competitive refers to not competing in an examination; the appointment will be competitive.
