    Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) and the Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The position operates self-propelled railroad maintenance vehicles and performs regular railway inspections, repairs, and maintenance to ensure safe and efficient rail operations. Responsibilities Operate highly technical computerized tamper track vehicle. Serve as equipment operator using a variety of rail equipment to perform a full range of rail maintenance. Assigned to repairs, maintenances and tracks inspection projects where derailment or accidents have caused extensive damage. Operate maintenance vehicles to align track, insert and remove ties, tamp ballast, and super elevating curved track using multiple equipment. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Railroad Maintenance Vehicle Operator ~ without more than normal supervision. Assist in operation of equipment to perform railroad maintenance projects, rail operations, observe troubleshooting for determination of issue for repairs. I can assist with alignment and elevation tracks and understand railroad operations and procedures for rail service - Failure to meet this Screen out Element will result in an ineligible rating. Physical Effort: Requires moderate to heavy physical exertion. While much of the work is performed from the cab of a machine, the operator must be prepared for physical tasks that include bending, stooping, and climbing. Required to lift and move heavy items and must follow all safety protocols. Operators are expected to lift items weighing 80 pounds or more. Any lifts over 50 pounds must be assisted with a two-person lift or a mechanical device. The two-person lift limit is 100 pounds and is only for single-event, non-routine tasks. Additionally, the job involves a considerable amount of walking over uneven ballast, slopes, and railway ties during track inspections and manual repair work. Working Conditions: Involves working year-round in an outdoor environment, with constant exposure to all types of weather conditions, including extreme heat, cold, rain, and snow. The work environment is inherently hazardous, with constant exposure to common railroad elements such as dirt, dust, grease, and oil. Involves consistent exposure to high levels of noise and vibration from operating heavy machinery. There are significant risks of injury from operating hand tools and handling heavy materials, as well as the danger of falls from equipment. Must be constantly vigilant to mitigate the severe risk of collision with trains and other vehicles. Safety is paramount, and adherence to all safety procedures is essential. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. Salary includes applicable locality pay or Local Market Supplement. Relocation (Government Home Sale) Expenses are not authorized. This position may require overtime work. This position may require to wear personal protective equipment and/or clothing. Position may be filled as a Term Appointment NTE 1 Year 1 Day. Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory rights back to a permanent position.
