    POSITION HIGHLIGHTS

    + Work Hours: Full-time, 40 hours per week

    + Work Schedule: Monday - Friday

    THE ROLE

    + Oversees division staff and daily operations

    + Develops, implements, and assesses division policies, goals, and objectives

    + Designs and launches programs and initiatives

    + Introduces and updates operational procedures

    + Determines staffing needs and manages personnel coordination

    + Establishes and applies performance evaluation standards for staff

    + Prepares and manages the division’s budget

    + Maintains strategic relationships within and outside the division to influence policy and programs

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Department of Economic and Community Development this class is accountable for administering the programs, customer service and operations of the division.

    EXAMPLES OF DUTIES

    + Administers staff and operations of division;

    + Develops, implements and evaluates division policies, goals and objectives;

    + Designs and develops programs and activities;

    + Implements new procedures and procedural revisions;

    + Determines appropriate staffing levels and directs management and coordination of staff;

    + Designs and implements performance review standards for division staff;

    + Prepares division budget;

    + Maintains contacts with individuals within and outside of division who might impact policy program activities;

    + Interprets and administers pertinent laws;

    + Directs preparation of comprehensive reports and presentations on division or agency activities;

    + Leads the recruitment and hiring of staff, including outreach, interview and selection;

    + May represent Commissioner on various boards and commissions;

    + May supervise and/or lead quality improvement teams and other agency committees;

    + May participate in legislative hearings relating to department;

    + Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Ten (10) years of professional experience in housing, economics, residential and/or commercial finance, business development, industrial development or community development.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    One (1) year of the General Experience must have been at the level of a Community Development Director.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    + College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

    + A Master's degree in planning, economics, housing, urban development, finance, business and/or public administration or a closely related field may be substituted for one (1) additional year of the General Experience.

    PREFERRED QUALIFICATIONS

    + Experience administering complex community and economic development programs.

    + Experience with capital grant programs.

    + Experience managing large-scale grant programs, including application review, funding recommendations, contract execution, compliance monitoring, and performance evaluation.

    + Experience leading and managing a team, including supervising professional staff and coordinating across agencies, municipalities, and community stakeholders.

    + Experience with communication and stakeholder engagement skills, with the ability to present complex information clearly to policymakers, local officials, and the public.

    + Experience working with Connecticut municipalities, especially in the areas of economic development, land use planning, and community revitalization.

    + Experience with state and federal funding mechanisms, including capital budgeting, bond commission processes, and leveraging private investment.

    + Experience demonstrating a commitment to equity and inclusive economic growth, particularly in historically underserved or distressed communities.

    SPECIAL REQUIREMENTS

    Incumbents in this class may be required to travel.
