    GENERAL INFORMATION

    To lead and direct strategic communications, marketing, and public engagement initiatives that strengthen understanding and trust between Idaho’s citizens, local governments, and the State Controller’s Office. The Marketing and Communications Manager ensures Idahoans can clearly see, understand, and engage with how their public resources are utilized. Reporting to the Division Administrator of Administration, the Marketing and Communications Manager provides strategic leadership and coordination for all agency communications, both internal and external, while supporting the State Controller’s constitutional and statutory responsibilities. Acting as the central conductor of the agency’s messaging, the Marketing and Communications Manager aligns communication efforts across divisions, programs, and partners so that every message reinforces confidence that information is accurate, accessible, and consistent statewide. Additionally, every message promotes the Controller’s vision of transparency. The role oversees public information, media relations, digital engagement, and website modernization efforts and manages a small team of communications professionals.

    KEY RESPONSIBILITIES

    • Lead the design and execution of comprehensive communication strategies that align all agency messaging with the State Controller’s mission and priorities.

    • Serve as the strategic conductor of communication efforts across divisions, ensuring consistency, coordination, and impact.

    • Develop long range communication goals and align them with the office mission, goals, and objectives.

    • Direct internal and external communication efforts including press releases, media relations, newsletters, and publications.

    • Shape the agency’s voice across digital platforms, ensuring consistency, professionalism, and public trust.

    • Oversee the modernization and ongoing management of agency websites to improve accessibility, usability, and transparency of public information.

    • Develop and implement a social media strategy that enhances public engagement while maintaining compliance with legal and ethical standards.

    • Craft and guide narratives, speeches, and messaging for the State Controller and senior leadership that communicate key initiatives to diverse audiences.

    • Partner with leadership and program teams to anticipate communication needs, coordinate messaging, and harmonize outreach efforts.

    • Lead internal communication strategies that strengthen collaboration, morale, and understanding across divisions.

    • Supervise and mentor a small communications team, fostering professional growth and high performance.

    • Use data, analytics, and stakeholder feedback to evaluate communication effectiveness and guide continuous improvement.

    • Coordinate marketing and outreach materials that highlight transparency programs, open data projects, and citizen resources.

    Example of Duties

    • Develop and execute comprehensive communication plans, policies, and procedures that advance agency goals.

    • Review and approve public information materials, ensuring clarity, accuracy, and alignment with agency standards.

    • Serve as a trusted advisor to the State Controller and senior leaders on public messaging, outreach, and media strategy.

    • Coordinate and align messaging across divisions to ensure a coherent and strategic narrative for the agency.

    • Develop and manage crisis communication and response protocols.

    • Oversee branding and visual identity standards for the State Controller’s Office, ensuring consistency across platforms and divisions.

    • Manage website modernization projects and ensure compliance with accessibility and usability standards.

    • Represent the agency in media inquiries and public events, coordinating with leadership to ensure unified messaging.

    • Prepare communication materials for special projects, legislative updates, and major announcements.

    • Foster relationships with other state agencies, media partners, and community organizations to promote collaboration and understanding.

    Additional Functions

    • Contributes to the positive performance and reputation of the State Controller’s Office.

    • Demonstrates timely and consistent attendance. This is an in-office position.

    • Performs additional duties as assigned by the State Controller or designee.

    Minimum Qualifications

    • Bachelor’s degree in Communications, Marketing, Journalism, Public Relations, or a related field or equivalent experience.

    • Demonstrated experience leading communication or marketing programs within a government, nonprofit, or complex organization.

    • Exceptional writing, editing, and presentation skills, with the ability to explain complex issues clearly and accurately.

    • Proven ability to develop and execute strategic communication plans that engage diverse audiences.

    • Strong knowledge of social media management, website content strategy, and digital communications tools.

    • Excellent interpersonal, analytical, and organizational skills.

    • Demonstrated leadership ability and experience supervising staff.

    • Ability to manage multiple priorities in a fast-paced environment with professionalism and attention to detail.

    Preferred Qualifications

    • Experience in or familiarity with government relations or public sector communications.

    • Knowledge of Idaho state government operations and transparency initiatives.

    • Experience leading website redesign or modernization projects.

    • Understanding of accessibility and public information compliance standards.
