    General Statement of Duties

     

    The Recreation Section Manager is a significant and rewarding leadership position in the City of Eugene Library, Recreation, & Cultural Services Division. There are currently two positions available: the Aquatics Section Manager and the Community Center Section Manager. These positions manage, direct, organize, and evaluate the operations of Community Centers and/or Aquatics facilities within their portfolios. The Community Center Section Manager’s portfolio includes services at Amazon Community Center, Sheldon Community Center, Petersen Barn Community Center, Hilyard Community Center, and Campbell Community Center. The Aquatics Section Manager is responsible for services delivered through Echo Hollow Pool, Sheldon Pool and Amazon Pool. These positions are responsible for administration, budgetary and fiscal oversight, staff supervision, and strategic planning of their respective facilities. Section Managers coordinate and collaborate with providers throughout Lane County, including school districts, local and national no-profit organizations, and BIMPOC community organizations. Section Managers also provide comprehensive project management responsibilities and complex administrative assistance to the Recreation Services Director, including but not limited to; strategic direction, change management, and process improvement.

    Receives supervision from the Recreation Services Director and works as a Strategic team member with other Section Mangers and Recreation Administration

     

    Exercises leadership and direct supervision over professional, paraprofessional, clerical, and temporary staff

    Duties:

    + Responsible for leading significant project management initiatives that will benefit the Recreation Division, and the Library, Recreation, and Cultural Services Department.

    + Develops positive and collaborative relationships with staff in other divisions of the City of Eugene with specific emphasis on Facility Management, Library, Cultural Services, Community Development, and Parks and Open Space.

    + Contributes to long-range system planning

    + Recommends and assists in the development and implementation of strategic goals and objectives; establishes schedules and methods for section services; implements policies and procedures.

    + Responsible for fiscal management of Section’s budget, including developing, forecasting, monitoring, revising, and accounting for expenditures and revenues.

    + Develops innovative partnerships with city, county, and statewide agencies; works with representatives of the business and civic community to obtain participation in and support for recreation services.

    + Researches and evaluates regional and national trends and developments in other organizations and agencies that have an impact on city policies, projects and future services

    + Directs and/or participates in monitoring, analyzing and evaluating section activities and results; develops and applies appropriate tools for needs assessment and program evaluation; establishes and utilizes performance indicators; leads changes in services and operations.

    + Responsible for the selection, supervision and evaluation of assigned staff; assigns work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over employees.

    + Ensures Department implementation of the City's Diversity, Equity, and Inclusion initiatives and understands the needs of the BIPOC community in relationship to the services provided by the Recreation Division.

    + Plan, organize, manage, and administer functions, activities, and services of a program(s)

    + Direct and approve, including through direct report supervisor(s) the planning, prioritizing, assigning, supervising, training, and review of a diverse workforce.

    + Oversee, develop, and administer budget, including forecasting resources; monitor budget to actual revenues and expenditures and suggest adjustments.

    + Review and analyze pertinent statutes, regulations, ordinances, and policies in terms of impact on organizational unit and to ensure compliance.

    + Provide leadership to attract, develop, and retain diverse, highly competent, service-oriented staff.

    + Prepare and present narrative and statistical program performance reports and recommendations to supervisors, management, and executive-level positions.

    + Collaborate with communities of color and people traditionally underrepresented in local decision-making; facilitate inclusive participation in programs and activities; communicate cross-culturally.

    + Utilize City-specific technology and general office software to streamline processes and improve efficiency.

    + Actively supports and respects diversity in the workplace.

    + Performs related and other duties as assigned.

    Qualifications

    Minimum Qualifications

    Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

    Education:

    Bachelor’s degree from an accredited college or university with major coursework in business administration, public administration, or a related field.

    Experience:

    Five years of professional experience developing, implementing, and managing programs, projects, and/or personnel functions within an organizational unit, including two years in a full supervisory role.

    Licenses and Certifications:

    Possession of or ability to obtain, and maintain as appropriate, valid Oregon driver's license. Must pass driving records check and if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

    Bilingual Pay Benefit: This benefit compensates non-represented employees up to 5%oftheir base salary. To qualify for bilingual pay, the employee must demonstrate fluency in an eligible language and pass a language proficiency test that is administrated by the City’s Employee Resource Center division.

     

    Retirement Program: Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees’ Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.

     

    Eligibility List: This posting may also be used to establish an eligibility list of applicants for future vacancies. Candidates that are placed on the eligibility list will be notified via email which will include the duration of the list and how notification of call up will occur.

     

    What to Expect from our Selection Process

    The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience. Periodic advancement through the salary range is dependent upon merit.
