    The Community:

    Position Summary:

    The City of Long Beach, has an opening for a Community Program Specialist II in the Department of Economic Development and Opportunity’s Workforce Development Bureau to support City’s Project Labor Agreement.

     

    Under general supervision of the PLA Coordinator, the PLA/LBLH Coordinator Assistant will support the PLA Program Coordinator in ensuring contract compliance with the terms of the City’s Project Labor Agreement on construction projects. The Coordinator Assistant role involves a combination of administrative, communication, and compliance-related tasks to help promote and facilitate the execution of projects covered by a PLA. The City's PLA was approved for all construction projects over $500,000 for a period of five years by City Council and became effective on May 22, 2015. The PLA requires all contractors, and subcontractors to comply with all the applicable laws, and regulations requiring the payment of prevailing wages and all contractors are to be bound to the agreement whether they are union or non-union.

    EXAMPLES OF DUTIES

    Duties and Responsibilities:

    + Assist the PLA Program Coordinator in monitoring and enforcing the terms of the PLA, ensuring contractors and subcontractors adhere to its provisions.

    + Maintain organized records of all project documentation related to the PLA, through the LCP Tracker system.

    + Assist in facilitating communication between the project team, contractors, subcontractors, and unions to address any issues or questions related to the PLA.

    + Assist in tracking key data points related to PLA compliance, such as workforce demographics, apprenticeship hours, and wage compliance, and prepare reports for the Workforce Development Officer and PLA Program Coordinator.

    + Participate in site visits and inspections to observe work conditions and worker interviews, ensuring compliance with PLA requirements

    + Support the PLA Program Coordinator in investigating complaints or allegations of PLA violations.

    + Coordinate and attend meetings related to the PLA, including pre-bid meetings, pre-construction meetings, and progress meetings.

    + Assist with outreach activities by attending public events with key stakeholders such as community organizations, educational institutions, unions, promoting the City’s PLA/LBLH program and Long Beach Workforce Innovation Network services.

    + Provide general administrative support to the Workforce Development Officer and PLA Program Coordinator, such as scheduling meetings, preparing correspondence, and managing files.

    + Demonstrate a willingness to be flexible and be utilized in other areas that support the organization.

    + Perform other related duties as required. Desired Qualifications: • Strong organizational and time management skills.

    + Excellent verbal and written communication skills to interact with various stakeholders.

    + A basic understanding of labor relations laws, prevailing wage requirements, and construction industry practices.

    + Experience with payroll tracking systems, such as LCP Tracker.

    REQUIREMENTS TO FILE

    + G raduation from an accredited college or university with a bachelor’s degree in Business, Public Administration, or closely related field.Experience offering specific and substantial preparation of duties of the position may be substituted for the required education on a year-for-year basis.

    + A Master’s Degree in Business, Public Administration, or closely related field from an accredited college or university may be substituted for up to one (1) year of the required professional experience.

    + Minimum of two (2) years of recent professional experience in Construction, Planning, and other similar areas.

    + Ability to provide excellent customer service and work effectively with employers, labor groups, and regional construction groups.

    + Ability to work independently with general supervision and exercise sound judgment.

    + Ability to work within deadlines, manage multiple assignments, and set appropriate priorities.

    + Proficiency in Microsoft Office, including Word, Excel, and PowerPoint (familiarity with Access also desirable).

    + Ability to learn and adapt to use of online labor exchange and data/case note collection system.

    + Excellent written, verbal and interpersonal skills.

    + Possess valid California driver's license, vehicle and insurance.

    DESIRABLE QUALIFICATIONS:

    + Knowledge of principles and practices of labor relations laws, prevailing wage law and code; and state and federal wage regulations related to area of assignment.

    + Knowledge of methods and techniques of mediation and dispute resolution.

    + Knowledge of Governmental protocols and relationships.

    + Knowledge of Construction contracting policies, procedures and administration; as well as procurement and fiscal/budget policies and procedures sufficient to analyze reports and monitor contracts.

    + Experience in payroll tracking systems, such as LCPTRACKER.
