GENERAL DESCRIPTION
The Georgia Department of Community Affairs (DCA) is a state organization dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses. DCA offers a fast-paced, challenging, and dynamic environment that requires attention to detail, pride in the quality of work, and the ability to work as a versatile team player. The DCA Office of Community Housing Development manages federal housing grants and works with local governments and community-based housing development organizations to solve housing problems at the local level.
The CHIP Specialist position will be responsible for reviewing the new construction activities of CHIP Recipients and providing a review of the homebuyer through underwriting, feasibility, and risk analysis during the HOME homebuyer underwriting process.
Qualified Applicants must have the following skills and experience associated with the position:
+ Knowledge of federal regulations pertaining to the HUD HOME program and affordable housing development is preferred but not required.
+ Experience with HUD environmental reviews, labor standards provisions, construction standards, and other federal, state, and local laws and regulations is preferred but not required.
+ Knowledge of financing requirements used in affordable single-family housing finance
+ Skill in analyzing financial information to determine homebuyers' financial eligibility
Additional administrative duties include:
+ Ability to provide technical assistance to sub-recipients and State recipients on federal grant requirements.
+ Ability to assist with developing guidance on community-based housing development and owner-occupied housing rehabilitation
+ Experience preparing and managing contracts for regulatory compliance with HOME
+ Ability to review and process financial draw requests to ensure accuracy and compliance.
+ Ability to work in a fast-moving, flexible environment and maintain priorities and project management skills
AGENCY SPECIFIC MINIMUM QUALIFICATIONS:
+ Bachelor's degree in a related field from an accredited college or university, or
+ One year of experience required at the Prgm Consultant 1 (GSP090) level or position equivalent.
POSITION REQUIREMENTS:
A job candidate for this position will be subject to a criminal background check, educational degree check, and reference checks before the extension of a job offer. This position is currently a telework (100% remote) position. Employees must reside in Georgia.
This position is a Section 3 covered position under the Housing and Urban Development Act of 1968. Section 3 residents are encouraged to apply. The purpose of Section 3 of the HUD Act of 1968 is to ensure that preference for employment opportunities generated from the expenditure of HUD funds is directed to local low and very low-income persons, particularly those who receive federal housing assistance.
WORKING CONDITIONS (TRAVEL,HOURS,ENVIRONMENT)
This position is currently designated as a remote /Telework) position. This position is full-time (40 hours per week) and may require occasional overtime. Local periodic travel may be required.
PHYSICAL / SENSORY REQUIREMENTS:
Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operates a computer and other office equipment.
Must be able to remain in a stationary position 50% of the time.
Must be able to perform office-related duties.
Must be able to operate office equipment.
Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.
Must be able to perform essential job functions, with or without reasonable accommodation.

Must maintain punctuality and attendance as scheduled.
