A Senior Management Analyst s erves as a lead or supervisor in the performance of administrative/analytical functions related to the preparation, review and analysis of financial operations, organizational systems, human resources functions, communications, media and public information programs and policy and procedure studies in support of assigned department(s). Functions as subject matter expert in specific area(s) of assigned duties. Plans, directs, and oversees projects and programs with others in the County and the community. Positions are assigned exclusively to the County Executive, Board of Supervisors/Clerk of the Board, and Human Resources offices. This is the advanced journey level class within the Management Analyst series. This class is distinguished from subordinate classes within the series by the greater level of responsibility assumed, complexity of duties assigned, independence of action taken, and by the nature, impact, and scope of the public contact. Incumbents in this job class perform more difficult and responsible types of duties assigned to classes within this series. Incumbents at this level are required to be fully trained in all policies, procedures, and operations related to assigned areas of responsibility. May supervise a County department or program and may provide direct supervision over professional, technical and clerical staff. Examples of Duties Essential: (Note: Not all duties are necessarily assigned to an incumbent) Duties generally applicable to assignment in either office + Serves as a resource to assigned department(s), programs(s) and project(s); provides technical direction, advice and support; participates in the development of policies, procedures and standards for program development and review; acts as a primary resource regarding County systems, organization, operations, and services. + Reviews and analyzes operations, activities and budgets and provides recommendations and alternative solutions; reviews and analyzes policies, procedures, and assists in the identification of opportunities for improvement and development of new policies and procedures. Consults with assigned department(s) on issues related to budget preparation, analyses, presentation, and review; analyzes and reviews the most complex of departmental budgets, provides recommendations and alternative solutions to department(s), assists in reframing departmental budgets to better reflect the goals and objectives of the County, the Board of Supervisors and the County Executive Officer. + Plan, develop and implement a variety of programs and projects, in accordance with the County’s goals and objectives to inform the public, communicate internally with employees and externally with news media representatives, community and civic groups, public agencies, and private organizations. + Assists and supports assigned departments in creating operational strategies, identifying and resolving operations issues, and monitoring corrective actions. + Oversees, coordinates, and participates in designated special project(s) and /or program(s) and serves as the subject matter expert; develops implementation strategies and monitors the status of assigned program(s) and/or project(s); provides leadership and direction to interdepartmental team members; prepares reports, correspondence and memoranda, and makes presentations that include recommended action to various levels of leadership in the organization. + Directs and manages the work of consultants; prepares requests for proposals, review bids, interviews and selects consultants; manages workflow, establishes expectations and priorities and monitors outcomes; negotiates contracts. + Builds and maintains positive working relationships with elected and appointed officials, co-workers, other County employees and the public using principles of good customer service. + Maintains and updates expertise in designated specialty areas; monitors current events and changes to laws, standards, rules and regulations and analyzes the effect on the County's operations and services; prepares reports with updates, analyses and recommendations; represents the County's interests. + Develops, manages, implements and maintains major County-wide initiatives, programs or projects; leads team meeting in a positive and motivational manner; makes decisions with the long-term benefit of the County in mind; coordinates interjurisdictional, interdepartmental, and/or interagency activities; communicates to appropriate County entities. + Prepares and presents responses to questions, issues or concerns related to assigned project(s), program(s) and specialty area. Represents the County to the public and to other agencies in a positive and productive manner. May supervise a County department or program and may provide direct supervision over professional, technical and clerical staff including assigning, directing, training and evaluating subordinates. + Oversees, coordinates, and participates in research and analyses on a variety of issues and topics related to designated areas of responsibility; performs extensive review of related issues through interviews, correspondence, readings and other research methods; prepares highly detailed, comprehensive reports relating findings to the specific needs and concerns of the County; provides recommendations to the departments, County Executive Office and Board of Supervisors. + Performs related duties as required. Duties generally more applicable to assignments in CEO Office (in addition to assigned general duties identified above): + Assists in the development of the County's overall financial and annual objective strategies, budget development and implementation, multi-jurisdictional and intra-government communications. Duties generally more applicable to assignments in Board of Supervisors/Clerk of the Board Office (in addition to assigned general duties identified above): + Supports assigned department, Board Committees, Board Commissions, or special districts regarding sensitive and complicated fiscal and policy issues and efforts and serves as a liaison between the departments, the County Executive Office/Human Resources Office, and the Board of Supervisors/Clerk of the Board. + Assists and supports assigned departments in creating effective and appropriate agenda items, memoranda, and correspondence for the County Executive Officer’s and Board of Supervisors’ review; advises and assists departments in the development of appropriate explanations, documentation, and justification to support agenda items. + Oversees, coordinates and performs work at the direction and in support of the Board of Supervisors/Clerk of the Board including reviewing and approving press releases, fielding and coordinating constituent concerns and requests, providing policy and legislative analysis, coordinating public forums and functions, attending and participating in applicable community meetings and other public events, providing liaison services with community partners, and providing legislative advocacy and/or support thereof. + For positions assigned to the Board of Supervisors/Clerk of the Board, provide lead fiscal support within the department including financial review, analysis, and recommendation and identify fiduciary opportunities that further financial stability and the delivery of core services. Duties generally more applicable to assignments in HR Office (in addition to assigned general duties identified above): + Oversees, coordinates and performs work in one or more functional areas of human resources, including compensation, benefits, performance management, leave management, organizational development, recruitment and retention, training, and policy development; provides professional and managerial support and resources to management and employees; researches and analyzes current and new law affecting human resources operations; interprets plans, answer questions; assists in the design of new programs and policies. + Performs the most difficult, complex and/or controversial personnel work including conducting investigations, meet and confers, handling grievances and other labor relations issues and implementing memoranda of understanding; Confers with management regarding optimum staffing patterns, organizational design, and proposals for organizational changes; administers the salary and staffing resolutions. + For positions assigned to Human Resources, oversees, coordinates and performs work in one or more functional areas of human resources, including compensation, benefits, performance management, leave management, organizational development, recruitment and retention, training, and policy development; provides professional and managerial support and resources to management and employees; researches and analyzes current and new law affecting human resources operations; interprets plans, answer questions; assists in the design of new programs and policies. + For positions assigned to Human Resources, performs the most difficult, complex and/or controversial personnel work including conducting investigations, meet and confers, handling grievances and other labor relations issues and implementing memoranda of understanding. Education and Experience Required Bachelor's degree from an accredited college or university, preferably with major course work in business or public administration, political science, industrial relations or a related field; and Two years of responsible professional analytical and/or management experience performing duties in an area to which the incumbent is assigned at a level equivalent to the Nevada County Management Analyst II classification. A Master’s degree from an accredited college or university may be substituted for one year of the required experience. Licenses and Certificates Possession of a valid California driver’s license.
