    S ummary

     

    The AVP, Commissioning Executive , has broad authority for the decision - making, staffing, and budget for their functional area of responsibility within broadly defined policies and objectives, including wide latitude to consider the development of plans, priorities, and processes to achieve objectives.

     

    The AVP, Commissioning is the technical authority within the Delivery Services Office or an Integrated Mega Project who will act as the principal technical authority for commissioning processes for complex facilities, communications, and signa l ling systems for transit and railroad infrastructure throughout a project's lifecycle (planning through warranty).

    Responsibilities

    Provides guidance and quick decisions in evaluating facilities, signal and telecommunication systems, and/or infrastructure systems.

     

    Accountable for the application of the commissioning process and achievement of project performance requirements, as identified during the early stages of a project's lifecycle, along with the verification/documentation of those requirements through final design and construction.

     

    Interacts with regulatory authorities for system safety documentation and assurance.

     

    Provides final recommendations to Project Leadership in resolving escalated items.

     

    Oversees the entire commissioning program and sets expectations for a clear strategy to ensure a smooth transition from construction to operation.

     

    Creates ongoing opportunities for MTA C&D to research and develop project requirements aligned with leading proper commissioning strategies, training, and policies within the industry.

     

    Responsible for commissioning teams in various specialized disciplines.

     

    Education and Experience

     

    Bachelor's degree in Engineering, Architecture, Construction or Project Management, Facilities Management, or a related field.

     

    Masters preferred.

     

    Must have a minimum of fourteen (14) years of related experience

     

    Minimum of eight (8) years in a management or supervisory role and/or a project manager role in a large, multi-faceted organization.

    Competencies:

    Licensed Professional Engineer or Registered Architect desirable.

     

    PMP, CCM, Certified Commissioning Professional (CCP) preferred.

     

    Significant experience in project management/commissioning for major construction projects with highly complex systems preferred.

     

    Substantial experience leading and managing contractors, subcontractors, or vendors.

     

    Excellent communication and interpersonal skills.

     

    Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal levels within the organization.

     

    Demonstrated ability to work in a high profile, high - pressure environment effectively.

     

    Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.

     

    Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.

     

    Must possess excellent team building, listening, problem - solving, and prioritization skills.

     

    Alternative Delivery experience preferred.
