Refinery - Inspection Manager Job Summary The Los Angeles Marathon Refinery located in Carson, CA has an opening for a Refinery Inspection Manager. This position will implement and manage the Division’s inspection program for fixed equipment, including the people and processes that assess the current condition. The position will promote Mechanical Integrity and Reliability as well as ensures compliance with regulatory programs, industry standards, Corporate standards, and Division standard practices. Key Responsibilities + Oversee inspection planning and execution of all fixed equipment and piping in compliance with jurisdictional requirements, MPC practices and procedures, and industry standards. + Support work scope development of inspection activities for turnarounds. + Select contract inspection companies. Manage the planning and execution of work of contract inspection companies. + Administer the use of inspection data management system (APM). Supervise quality assurance for new fixed equipment and piping installations, replacements, fabrication and repairs including the development of an inspection plan and review of welding procedures and metallurgical design. + Approve all welding and post weld heat treatment that is performed on fixed equipment and piping. Confirms these processes are in compliance with MPC procedures and practices and industry standards. + Confirm cathodic protection systems are in place and investigates and implements corrective action for deficiencies on cathodic protection systems. + Supervise the activities of company Inspectors and/or Inspection Managers. Monitor the activities of contract inspectors. + Drive comprehensive studies on corrosion and erosion rates to determine damage mechanisms and root causes. Report on excessive conditions and suggest remedial action to protect equipment and materials. + Direct the development, implementation, and compliance with the Mechanical Integrity sections of OSHA 1910.119-Process Safety Management for fixed equipment. Owns the mechanical integrity program and inspection records for fixed equipment and piping. Maintains training and certifications to state jurisdictional requirements and certifications in applicable API standards. + Promote the development and implementation of special emphasis inspection programs, e.g. CUI, Sulfidation, LRE. + Participate in the Fixed Equipment Advisory Group to understand trends in industry and confirm that the refinery is in compliance with changes to MPC procedures and industry standards in relation to fixed equipment and piping. Education, Experience and Skills Minimum Qualifications + Must have a Bachelors Degree in Mechanical Engineering. (Education must be obtained/completed prior to start date) + Must have at least 10 years' experience as an Engineer OR Inspector in a refinery and petro-chemical. + Must be proficient in Microsoft: Excel, Word, Teams and Outlook. + Must be able to wear appropriate PPE in the refinery (respirator), be able to physically perform all tasks in the field and take hair drug test and physical. + Must have a valid driver’s license. (MPC determines valid status.) + Must be able to obtain a TWIC Card. + Must be legally authorized to work in the US without the need for future VISA sponsorship. + Travel Requirement is 5% or less. Preferred Qualifications: + Prior leadership skills preferred. + Experience with APM preferred. + Experience with SAP preferred. + API certifications preferred. (API 510, API 570, API 653 and CWI).
