    JOB SPECIFICS

    The Economic Supports Division Planning and Program Manager will play a key role in ensuring that Washington County is strategically positioned to navigate the statewide reforms that are coming to the economic Assistance programs (SNAP, Medicaid, etc). Although SNAP is the initial focus, the scope of the work is expected to broaden to include other economic support programs, such as medical and financial assistance, as state and federal level changes continue to unfold. These reforms are anticipated to increase administrative complexity, necessitate system updates and introduce new performance and compliance expectations tied to funding. In close collaboration with the Director, this position helps drive forward this essential and rapidly changing body of work.

    Primary Roles of this Position:

    + Lead strategic planning, implementation, and communication of SNAP and Economic Support programs federal policy and system changes

    + Develop and implement strategies to reduce SNAP error rates and improve accuracy and access

    + Develop targeted solutions to minimize financial risk, maintain compliance, and support accurate, efficient, benefit delivery for residents

    + May supervise and support SNAP program supervisors and staff to ensure consistent delivery, policy adherence, and service quality

    + Collaborate closely with partners such as MACSSA, DHS, and DCYF to align county operations with state and federal expectations

    + Collaborate and partner with ESD leadership to develop strategies and priorities that will shape operations

    + Monitor legislation related to SNAP and other economic support programs. Advise leadership on legislative and policy proposals affecting these programs

    + Monitor data and outcomes to inform decision-making, identify risks, and recommend improvements

    + Represent the County in interagency workgroups and stakeholder meetings related to SNAP, system modernization and reform

     

    Reporting Structure: This position will have a dual reporting relationship. The Economic Supports Planning & Policy Manager will report to the Eligibility Support Division Manager for day-to-day operational oversight and program implementation activities and will report directly to the Community Services Director on strategic planning, legislative coordination, and interagency policy initiatives.

    DESIRABLE EXPERIENCE:

    + Paid work experience demonstrating knowledge of research, trends, and legislation regarding economic support programs at the local, state and national levels

    + Paid work experience demonstrating the ability to implement economic support programs and performance standards

    + Paid work experience developing and managing economic support programs

    + Familiarity with state and federal funding and mandates for economic support programs

    + Prior work experience supervising a team

     

    SELECTION TECHNIQUE: Your training and experience will be rated based on the required application material submitted and the top-scoring candidates will be forwarded to the hiring department for further consideration.

     

    HOURS/DAYS: Monday – Friday. 8:00 am - 4:30 pm. Work schedules (hours and days) and location are subject to change based on department needs.

    JOB SUMMARY

    The Community Services Planning and Program Manager participates in the management, planning, organization and direction of work in Community Services, including direct supervision of assigned staff. Responsible for analyzing, developing, implementing and evaluating existing and new community service programs. Manages and directs complex projects including all aspects of project planning from determining project scope to implementation. Serves on the Department Management Team.

    MINIMUM QUALIFICATIONS: This position requires a Bachelor’s Degree in Public Administration, Social Work, Behavioral Sciences or a closely related field and five (5) years of full-time work experience in human services program administration and delivery of services and two years of progressive executive, supervisory or management experience. A Master’s Degree in Public Administration, Social Work, Behavioral Sciences or closely related field is desirable. A background check is required. A driver’s license is required. Official college transcript is required to verify degree(s).

    DUTIES & RESPONSIBILITIES

    Supervise assigned department staff:

    1. Interview and make staff recommendations.

    2. Create and manage work schedules.

    3. Provide work direction and review work for accuracy.

    4. Develop and facilitate staff training.

    5. Guide staff through changes in laws, processes, services or programs.

    6. Respond to grievances or special issues.

    7. Conduct performance reviews.

    8. Draft and monitor Performance Improvement Plans when required.

    Manage department Human Services Performance Management Program:

    9. Assure department alignment and compliance with the six population outcomes established for county human service agencies by the State-County Results, Accountability, and Service Delivery Reform Act Steering Committee.

    10. Assure accurate tracking of data elements required by State or County.

    11. Provide monthly updates to Agency Director regarding departmental progress on established measures and outcomes.

    12. Produce quarterly department trend report to facilitate the appropriate alignment of fiscal resources.

    13. Analyze statistical data and recommend strategies for ongoing improvement.

    Plan, design, and implement new programs, services, and initiatives as identified by the Department of Human Services, County Administration, or the Community Services Department:

    14. Develop new integrated and community-based supportive services.

    15. Lead and facilitate agency project initiatives and workgroups utilizing continuous improvement and other quality management instruments.

    16. Coordinate programs for the department, including representing the department or director.

    17. Lead and manage processes developed to provide service opportunities, including the use of GIS and other tools to assure suitable community disbursement of resources and coordination of efforts with DHS and County employees to assure initiatives meet all appropriate codes, regulations, and requirements needed for state and federal reimbursement.

    18. Identify and develop grant applications for enhanced housing, mental health, chemical health, child welfare, aging, workforce, veterans, or disabled initiatives.

    19. Design and prepare qualitative and quantitative studies and reports by utilizing survey methods, designing databases, and collecting and analyzing statistical data.

    20. Analyze and evaluate changes in legislation and in community needs by conducting or reviewing needs assessments and other studies, and by consulting with department staff and employees from outside agencies in order to develop program objectives and recommendations for program design.

    21. Manage procedures to monitor and assess programs and make recommendations for any needed changes in service delivery or operating policies and procedures.

    22. Work in partnership with other department leadership to assure all program and legal requirements are met.

    Assist community-based stakeholders and providers with the development of programs needed by the Department to assure that client needs are appropriately met:

    23. Manage contracts and contract compliance, including negotiating terms, resolving issues, reviewing compliance, analyzing and reporting outcomes achieved, and making recommendations to other departmental leadership.

    24. Represent the department to government and community organizations.

    25. Present department initiatives to DHS, MICA, MACSSA or other professional organizations.

    26. Testify at the legislature.

    Function as a resource to the department on program, policy, rules and regulation issues:

    27. Provide professional expertise on complex state and federal policies related to social services, housing, workforce, and veterans.

    28. Prepare documentation and requests for County Board action.

    29. Manage work groups and project teams.

    30. Manage, prepare for, and implement grants, RFPs and proposals to funding sources.

    32. Prepare or review statistical, trend and outcome data for budget preparation.

     

    Performs other duties as assigned.

    WORK ENVIRONMENT Work is sedentary in nature performed within the Government Center or satellite offices and semi-sedentary in some areas of assignment requiring occasional site visits. Lifting requirement of 15-20 pounds on an occasional basis. Frequent wrist and finger manipulation due to high concentration of filing, compiling, calculating, or computer work. Equipment used may include, but is not limited to, computer, calculator, telephone, copy and fax machine. Additional physical/mental requirements that occur may not be listed above but are inherent in performing the position's essential functions. Must have own means of reliable transportation for business purposes. Individuals operating a motor vehicle for County business must possess a valid driver's license.

     

    Work interruptions are frequent. There is some pressure associated with dealing with individuals who may be emotionally charged and with project or activity deadlines and details.
