Job Description
BAE Systems is seeking an experienced System Security Engineering (SSE) Program Area Manager (PAM) to support our work as a prime contractor on a high-profile U.S. Navy weapon system.
As the SSE PAM, you will lead a multi-disciplinary team in the implementation and execution of system security risk analysis and management processes for the U.S. Navy s next generation strategic deterrent and integrated combat system. You will work closely with government customers to provide technical input and recommendations, oversee the development and maintenance of the U.S. Navy s Strategic Systems Program (SSP) policy and directives, and oversee the execution of SSE processes to facilitate architecting, modeling, and designing an SSE infrastructure to continuously assess, mitigate, and minimize risk to the system s security and to the overall mission.
To be successful, the candidate must understand the importance of implementing SSE principles early in the design phase of the engineering lifecycle. Early risk identification and mitigation is a key tenant in the proper integration of SSE into a Weapons System. The Program Area Manager is a vital player in facilitating tasks and activities to support minimizing the risk posture early and often as the design matures throughout the System Engineering (SE) lifecycle.
In this role, you will ensure all responsible projects are planned and executed within approved program management processes and contractual requirements, inform internal program managers and technical leaders of technical and programmatic risks, and opportunities, and lead the development of mitigation strategies. You will also coordinate with stakeholders, including Government personnel, contractors, and vendors, to ensure effective communication and collaboration, and leverage Model Based Systems Engineering (MBSE) at various design phases of a program lifecycle to facilitate in identification of potential vulnerabilities and threats within a system.
The SSE PAM must be able to communicate execution plans via a Project Schedule to identify programmatic risks associated with cost, schedule and technical performance as early as possible to ensure success in program execution. The ideal candidate will be highly engaging, team-oriented, customer-focused, and able to respond rapidly to a dynamic programmatic environment. They must also be capable of developing a close and trusted relationship with SSE government Section Heads, Unit heads, Discipline Leads and Budget Executors.

Our organization has supported the U.S. Navy s SSP continually since the program s inception in the 1950s. SSP developed the first sea-based, underwater-launched Strategic Weapon System (SWS), a defense system that is truly critical to our national security. For more than six decades, SSP has maintained and upgraded this weapon system, and we have been there every step of the way. The sea-based SWS is the ultimate stealthy weapon system and is the first leg of the U.S. nuclear triad. With over 70% of our nation s nuclear arsenal, its importance to maintaining world peace cannot be overstated. The development of Columbia, the most advanced nuclear-powered, nuclear-armed submarine ever designed, as well as the next D5LE2 weapon system, is underway and will begin to be rolled out over the next decade. The Navy projects this system to be operational through 2084, meaning the program will have a total life span of more than 120 years. This is a unique program, and BAE Systems employees on this program understand they are part of an important legacy.

Required Education, Experience, & Skills
Education and years of related/relevant work experience required: Bachelor s degree in applicable field and at least 10 years related work experience or a master s degree and 8 years of related/relevant work experience. Candidates who have a high school diploma and 14-20 years of related/relevant experience may also apply.
Additional skills/experience required:
+ Ability to manage programmatic schedules and drive performance to meet contract deliverables
+ Demonstrated ability to successfully lead and influence multi-disciplinary teams in complex systems engineering across the product development lifecycle
+ Experience managing a highly diverse and geographically dispersed team
+ Demonstrated ability to oversee and implement system security risk management processes and mitigation strategies for security policy and requirements
+ Experience providing an analytical approach to solving complex system security engineering problems that can be documented and used in other Use-Cases
+ Familiarity with Critical Program Information identification, Criticality Analysis, and protection of Mission Critical Functions for DoD Weapons Systems
+ High level understanding of Supply Chain Security as an early adoption of threat mitigation strategies during system developmental activities
+ Familiarity with the content contained in Program Protection Plans
+ Experience in developing Program/Command level policies and processes within/supporting defense acquisition organizations
+ Experience performing finacial mangement and resource allocation and developing and defending program area budget estimates
+ Experience with federal government contract requirements with an understanding of contract structures including Contract Line-Item Numbers (CLINs) and Control Account (CA) decomposition to resource level, application of contract requirements, and Contract Deliverable (CDRLs) development and delivery
+ Exceptional verbal, written and presentation communication skills
+ Able to travel to the government site at Washington Navy Yard weekly, and as needed.
Preferred Education, Experience, & Skills
+ Experience within the U.S. Navy's Strategic Systems Programs (SSP) Office and the Trident II (D5) Strategic Weapon System (SWS)
+ Master s degree in technical management, engineering, cybersecurity, or other technical discipline
+ Prior industry experience that afforded opportunities to ensure the effectiveness of major defense systems such as Trident, Minuteman, or Peacekeeper
+ Prior industry experiences supporting nuclear surety programs or missile systems in a technical leadership roleExperience with and application of the four Nuclear Surety Standards
+ Experience with Risk Management Framework (NIST 800-53) and appropriate mitigation strategies
+ Experience educating employees about security best practices and promoting a culture of security awareness within the organization
+ CompTIA Security certification
+ Project Management Professional (PMP) certification
+ Experience facilitating and leading the growth of a program area
+ Knowledge of corporate business planning cycles and integrated business plan development and execution strategies
Pay Information
Full-Time Salary Range: $146670 - $249330
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
