    JOB SUMMARY STATEMENT: Provides oversight of the Blue Springs Fieldhouse and programs and provides services for members and patrons. Plans, directs, and supervises recreation programs at the facility, including special events, rentals and staff training. Responsible for facility maintenance, staff oversight and record keeping.

    DUTIES AND RESPONSIBILITIES:

    1. Plans, directs, and coordinates the City's recreational, instructional, special events programs.

    3. Assists in the development of department policies and procedures, including program goals and fees.

    4. Assists in developing, conducting, and analyzing research and surveys relating to division activities.

    5. Supervises the daily operations of the Blue Springs Fieldhouse including rentals, staffing, cleaning, supplies and inventory, records, policy, and programming.

    6. Oversees coordination of maintenance procedures for the Blue Springs Fieldhouse.

    7. Attends meetings, conferences, and training sessions related to recreation and leisure activities; and acts as the division's liaison with local community groups and organizations.

    8. Assists in the annual preparation and supervision of the division's budget, including forecasting and tracking revenue and expenditures, fees and charges.

    9. Promotes, advertises, and markets division programming and activities in conjunction with the Departments Marketing and Communications Specialist.

    10. Hires, supervises, trains, and reviews employee and volunteer performance and administers the City's human resources policies and procedures within the division

    11. Maintains payroll and other employee performance records.

    12. Performs public relations work and coordinates publicity efforts, in consultation with the departments Marketing and Communications Specialist and Superintendent of Fieldhouse and Aquatics.

    13. Performs general office work, such as typing, filing, computer entry, and answering the telephone.

    14. Prepares daily, weekly, monthly, quarterly, annual, and special reports as required and/or requested.

     

    The above duties and responsibilities include those tasks, physical and mental requirements, visual requirements, unique physical surroundings and mental/cognitive abilities required to perform the essential elements of the position.

    GENERAL QUALIFICATIONS:

    1. Education and Special License(s)/Certifications – Bachelor's degree in recreation or leisure administration or related field. Certified Park and Recreation Professional (CPRP) status through state and/or national professional organizations preferred. Must posses and maintain valid state driver's license. First Aid and CPR/AED.

    2. Experience – Two to five years progressively responsible experience in recreation, leisure or related field.

    3. Skills – Knowledge of general computer programs including Microsoft Office programs, public relations and budgetary practices, including ability to project and assist with developing fees and charges. Ability and knowledge of how to operate computers/laptops, copier/printers, general office equipment and public address systems.

     

    Skill in effective verbal and written communication; skill in the effective administration of City and Department policies and procedures; skill in the operation of common office machines; skill in evaluating job applicant qualifications and employee performance.

     

    4. Mental Requirements – Ability to organize, plan, and direct the work of subordinate staff; ability to prepare and maintain accurate records and reports; ability to identify trends, program needs, and opportunities within the recreation field; knowledge of aquatics, recreational, and instructional programs; knowledge of the principles and practices of recreational program management.

    5. Physical Requirements – Must be able to sit, stand, walk, talk, and hear frequently; must be able to frequently use hands to operate, finger, handle, or feel objects, tools, or office machines; must be able to frequently reach with hands and arms; must be able to occasionally life, move, push, pull, or transport up to 50 pounds at least 25 feet; must have close vision and the ability to adjust focus frequently. Most work is performed in a modern office setting, which is usually moderately quiet; other work is performed in various aquatic, recreational, or maintenance settings where noise levels are frequently moderate to loud, and occasionally loud.

    6. Supervisory Responsibility – Provides supervision to assigned professional, clerical, and volunteer staff.
