UW Facilities manages the University’s buildings, infrastructure and land, with more than 1,100 employees in a variety of fields. The Asset Management group includes Capital & Space Management, Real Estate, Sustainability and other teams responsible for planning and workload management. The Operations group includes Project Delivery, Maintenance & Construction, Campus Utilities & Operations, Building Services, Transportation Services and Safety. Supporting these groups, as well as the separate Emergency Management team, are the Business Intelligence & Information Technology group and the Finance & Administration group.
**The Project Delivery Group (PDG) has an outstanding opportunity for an Assistant Director, Capital Procurement and Contracting.** Reporting directly to the Executive Director of the Project Delivery Group, the Assistant Director (AD) is part of the PDG leadership team with understanding of and experience in the administration of public works and architectural-engineering services for capital projects, the strategic business objectives of the organization and the development of organizational strategies towards those business objectives. Alongside with the Executive Director of PDG and the Director of Procurement & Sourcing, the AD will advance UW Facilities’ Business Diversity and Equity program needs.
The primary purpose of the AD is to provide leadership, direction and quality control of Procurement and Contracting for Capital Projects delivered by PDG. PDG delivers capital projects for all University of Washington assets, spanning over 800 acres across the Seattle, Bothell, and Tacoma campuses. This includes more than 500 buildings, totaling over 20 million gross square feet, multiple hospital facilities such as the UW Medical Center, and critical infrastructure including power plants and utility systems. The annual capital project expenditure is approximately $500 million. The Assistant Director is a procurement professional with experience in contracting compliance, public procurement operations and should have the full range of procurement, contracting, analytical and leadership skills to advance the strategic sourcing vision, organizational analysis, and compliance aspects for UWF. This position will be primarily responsible for the procurement business process, contracting performance, and strategic sourcing for PDG. Effective leadership will require knowledge of public procurement regulations, audit requirements, business operations, use of multiple and complex systems, and coordination with UW Facilities leaders. The position also oversees the Contract Administration (CA) team, who work alongside PDG and Facilities partners to provide a range of contracting and project services.
Responsibilities
[40%] Procurement and Contracting
+ Champion the UW Facilities Standard Operations Procedures, policies for procurement and contracting as well as the Washington State Ethics in Public Service Act, ensuring that they are implemented with continuous improvement and business intelligence.
+ Direct Contract Administrators in preparing contracting and project reports; identifying and resolving contracting issues; developing, organizing and tracking documents; preparing correspondence; checking and editing legal documents for accuracy and coding; and managing project close out functions in accordance with contractual requirements and State laws.
+ Prepare and maintain capital procurement and contracting reports, strategic plan initiatives, in-progress reviews or similar.
+ Lead the revision of contract documents, forms, processes, and procedures. Ensure policies and tools are current.
+ Strategically create, review, implement, and optimize policies and procedures in relation to procurement and contracting needs for public works, alternative public works, architectural design services, and project-related professional services.
+ Collaborate with UWF Procurement to ensure consistency in procurement among units, develop procurement policies, and procure master agreements for PDG use.
+ Advise the Executive Director and appropriate senior leadership on contract and procurement issues. Identify needs and lead or participate in process, tool optimization, and continuous improvement.
+ Provide oversight for selection processes that maximize quality, control cost of consultants and contractors, and drive project objectives while encouraging participation of minority and women-owned business.

+ Ensure contracting controls are maintained and identify opportunities for improvement.
+ Research and anticipate shifts in the market business practices.
+ Perform cost, scenario analysis, and benchmarking.
+ Estimate risks and apply risk minimizing techniques.
+ Oversee consultant selection processes.
+ Ensure that project data and reports are updated as required in various PDG and Facilities reporting databases.
+ Oversee the review and approval of change orders and invoices, project status and budget reports, ensuring compliance with contract commitments.
+ Advise the Executive Director and appropriate senior leadership on contract and procurement issues. Identify needs and lead or participate in process, tool optimization, and continuous improvement.
+ Provide leadership in the mediation of disputes or disagreements between clients, contractors, consultants or other persons involved in projects.
[30%] Personnel
+ Directly supervise CAs, including onboarding, training, professional development, work assignment.
+ Develop and administer the goals, objectives, and daily priorities for the CA team.
+ Ensure that CAs are working in concert with the requirements of partner units, and vice versa.
+ Perform human resource functions including interviewing, selection, training, performance evaluation, salary determination, promotion, and corrective action.
+ Work in coordination with UW Facilities Partner Resources as needed for resolution of grievances or possible legal actions.
+ Support the Executive Director in developing and implementing strategies and programs to improve the hiring, retention, and professional development of staff.
[20%] Organizational Leadership and Engagement
+ Represent the institution to Federal, State and local funding, planning and regulatory agencies, developing collaborative relationships with peer institutions.
+ Develop and maintain strong collaborative relationships with key stakeholders such as Facilities directors, UWF Procurement, PDG directors, project and construction managers, business operations, design and construction partners, UW Compliance and Risk Services, Business Intelligence and Operations, Legal teams and other University units.
+ Participate in the recertification process for Alternative Public Works contracting methods.
+ Participate in Capital Projects Advisory Review Board (CPARB) subcommittees that are of interest to the University.
+ Advance UW Business Diversity and Equity program needs in partnership with the UW Facility Director of Procurement & Sourcing, by identifying and participating in strategic opportunities.
+ Review legislative bill proposals and provide feedback to the Office of Planning & Budgeting.
+ Keep appropriate governmental and interest groups fully informed; organize and participate in presentations to institutional governing boards and committees.
[5%] Business Process Improvement
+ Work as part of the PDG leadership team to provide strategic direction, and continuous operational improvements, and work to build a best-in-class organization.
+ Participate in the development and implementation of UW Facilities and PDG policies, processes, tool optimization, best practices, and standard operating procedures.
+ Understand the current processes and tools environment to develop collaborative action plans to achieve desired outcomes. Propose and implement methods to better meet milestones and objectives.

Education & Experience
Required
+ A bachelor’s degree in Business Administration, Construction Management or a related field.
+ Minimum of 8 years of progressively responsible experience in procurement, purchasing, and/or contracts management to include experience supervising employees, including responsibilities such as hiring, training, and directing staff.
+ Proven track record in contract development and document control skills.
+ Ability to develop and track procurement project schedules.
+ Excellent written and verbal communication skills for a variety of audiences.
+ Ability to lead meetings, give presentations, work with facts and be able to tell a story with numbers.
+ Demonstrated success in building and sustaining positive customer and other relationships.
+ Commitment to working within an organizational framework of continuous process improvement.
+ Proficiency with Microsoft Office Suite
+ Possession of a valid Washington State driver’s license
Equivalent education/experience will substitute for all minimum qualifications except where there are legal requirements, such as a license/certification/registration.

Compensation, Benefits and Position Details
Pay Range Minimum:
$146,040.00 annual

$168,504.00 annual
