The purpose of this position is to provide leadership, direction, and coordination to develop strategies that reduce problems caused by substance abuse for American Indians in Minnesota in accordance with tribal, state and federal policies and regulations.

The incumbent will ensure that holistic, comprehensive substance abuse services are available to American Indian individuals, families, communities, counties, and tribes by providing leadership, direction, and coordination of major service delivery, design and implementation based on research and evidence-based best practices. The incumbent will be expected to develop strategies for how chemical health services will be funded, managed, delivered and evaluated. The incumbent will have responsibility to work with federal issues regarding financing for American Indian programs, with focus on Indian Health Services funding and its relationship to Medicaid and the Consolidated Chemical Dependency Treatment Fund and to assure that revenue enhancement activities, including case management and social rehabilitation options are integrated into overall framing of the American Indian programs. The incumbent will participate in the development of partnerships/linkages with other Department of Human Services programs and the Indian Affairs Council.

The incumbent will be responsible for the development of community-based health initiatives and will assist in the establishment and evaluation of program goals and objectives designed to develop and maintain effective and flexible comprehensive prevention, treatment, rehabilitation and training programs within the framework of the Department's state plan as it pertains to the American Indian population.

The person in this job must be sensitive to and respectful of the cultural and other differences that will encounter in interacting with co-workers and in serving our customers. At times it will be necessary to be the "cultural expert", (The person who knows from experience and education the American Indian experience).

Some additional responsibilities include, but not limited to:

+ Provide leadership in grants management for tribal and urban grantees toward local capacity building activities for implementation of chemical health strategies. Plan with communities to develop and enhance local capabilities to deliver prevention, intervention, treatment support and recovery services in a flexible, integrated, person-centered, cultural, and community-based service system that meets the individuals, families and communities needs holistically. Grant and Contract Management.

+ Improve the delivery of substance abuse services to American Indians in Minnesota. Provide technical assistance (TA) to tribal and county placing authorities and providers. Monitor Consolidated Chemical Dependency Treatment Fund (CCDTF) placements and expenditures through the Medicaid Management Information System (MMIS). Provide technical assistance to tribal and urban American Indian grantees by 1) providing bidders conference for Requests for proposals that originate with the Alcohol and Drug Abuse Division, grants team, and American Indian section. 2) TA on process evaluation (i.e. MDS), 3) TA for substance abuse prevention specialists working with American Indians. Informing all tribal and other partners/clients when system changes are occurring and how those changes may affect tribes and urban programs. Ethical and Professional Conduct.

+ Develop, implement, and evaluate procedures to track CCDTF revenues and expenditures in cooperation with other divisions.

+ Develop, implement, and communicate chemical dependency services coverage policy for the CCDTF and the statewide Minnesota Health Care Programs, including Medical Assistance, General Assistance Medical Care, and Minnesota Care, in coordination with funding sources in related areas such as mental health, managed health care, private insurance and others.

+ Analyze and research federal Medicaid and Medicare law and regulation, and analyze, research, and propose state law and rule related to chemical dependency treatment services, so that CCDTF payments and procedures follow federal requirements.

Minimum Qualifications

Two (2) years of high-level working experience supporting a behavioral health or substance use disorder program that includes grant or contract management demonstrating the following:

+ Practical understanding for grant and/or contract management process that includes both budget tracking and RFPs.

+ Familiar with a variety of culturally specific and meaningful intervention models will be essential in assisting the incumbent to evaluate current and proposed systems.

+ Understanding of project management skills to manage multiple complex projects simultaneously.

+ Practical experience in and ability to understand social and cultural problems related to substance abuse problems.

+ Lived experience in an Urban American Indian community or experience working with American Indian communities providing services.

+ Experience using MS Office Suite and video conferencing programs.

+ Experience designing resources to inform consumers, policy makers or public.

+ Knowledge of DHS policies, procedures, processes, laws, and rules; state information technology practices and issues.

+ Background in human development, counseling, substance abuse and Alcohol Tobacco and Other Drug (ATOD) prevention theory, health and human services systems, substance abuse and mental health, physical and psychological dimensions.

+ Experience with plan, managing, and facilitating meetings; elicit opinions, ideas, and concerns, and identify issues to facilitate consensus within diverse groups.
