Position Description
Provide strategic consulting services to the City of Minneapolis, working closely with the Director of Business Partner Solutions, and other the Human Resources Department managers and staff; and develop, manage, and oversee enterprise wide Human Resources services and programs.

Job Duties and Responsibilities
+ Act as a strategic business partner, advising management in assigned business unit(s), on aligning business objectives with employee and management goals, and serve as consultant to management on human resource issues. Serve as back-up to HR Generalists as needed.
+ Responsible for managing the processes and technology solutions related to the services provided by the Business Partner Solutions division that have implications for enterprise wide filling of vacant positions, recruitment to attract talent, achieving diversity goals, integrating employment branding, and identifying retention strategies.
+ Develop training curriculum and deliver training to Business Partner Solutions staff on strategic and consultative hiring and selection processes, applicant tracking system, and various employment-related topics.
+ Develop, manage, oversee, and administer various enterprise programs, services and projects, including layoffs, maintenance of seniority lists, Job Bank, I-9 and unemployment administration, Wage Theft compliance, essential functions, onboarding, exit interviews, EEOC compliance, and creation of enterprise affirmative action plans.
+ Recommend and develop policies, processes, and operational objectives that support effective HR service delivery.
+ Participate as a member of the Business Partner Solutions leadership team, assisting with development and prioritization of strategic goals and initiatives, and setting key performance metrics.
+ Work with HR Senior Leadership and HR employees to implement the goals, objectives and tactics outlined in the annual business plan.
+ Oversee the collection and analysis of key performance metrics data to identify trends, progress towards strategic goals, and develop and implement solutions to address areas of concern.
+ Deliver presentations on various workforce topics and provide updates on various staff directives to City Council.
+ Develop RFPs to identify and select outside vendor(s) to provide specific services or to retain outside expertise to support the delivery of services within Business Partner Solutions.
+ Support the Perform Minneapolis performance management function; reviewing and revising goals and objectives; identifying needs and coordinating solutions that meet needs and recommending training curriculum.
+ Advise and provide direction to Department Heads, managers, HR Generalists and other staff on performance management functions, including implementation and application.
+ Provide leadership in linking performance management efforts to support other related initiatives.
+ Monitor and report on performance management metrics, including participation rates to drive operational human capital outcomes., Provide high level human resources advice and consultation to HR Generalists and others to influence and drive business operations and accomplish strategic goals.
+ Serve as the liaison for the department with other departments, divisions, outside agencies, and unions, and chair or serve as staff on a variety of project teams and committees (i.e., Hiring-Promotion Labor Management Committee, Trans Gender Issues Workgroup, Public Sector Partnership, Immigration Work Committee, HR/IT Enhancement Workgroup).
+ Perform supervisory functions, including job performance evaluations, employee training opportunities, individual development plans, approving work and vacation schedules, assign tasks and projects, organize workloads and establish performance expectations.
Required Qualifications
Minimum Education:
Bachelor’s Degree with a focus on Human Resources Management, Industrial Relations, Business Administration or equivalent.
Minimum Experience:
Five years of progressive human resources experience which includes project management, supervision, and consulting and collaborating with organizational leaders on complex human resources challenges (employee relations, recruiting and selection, performance management) and engaging employees at all levels of the organization.
Equivalency:
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Union Representation:
This position is not represented by a bargaining unit. This is an appointed position.
Interview Selection:
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. First round interviews will take place on November 17, 2025 and second round interviews will take place on November 20, 2025.
Knowledge, Skills and Abilities
+ Certification highly desirable either PHR, SPHR, IMPA-Certified Professional, IPMA Senior-Certified Professional.
+ Knowledge of City of Minneapolis policies, procedures and practices is desirable.
+ Extensive knowledge of multiple human resource disciplines including, but not limited to: compensation and classification practices, organizational design, employee and union relations, ADA, diversity, inclusion and equity efforts, performance management, interpersonal communication, and conflict resolution.
+ Extensive knowledge of Federal, State and Municipal respective employment laws.
+ Ability to apply employment law knowledge to unique circumstances and advise leadership on solutions that mitigate risk and liability to the organization.
+ Ability to establish and develop collaborative partnerships with stakeholders across the enterprise to achieve HR objectives and implement strategies and processes.
+ Strong project management skills.
+ Strong written and oral communication skills.
+ Excellent consulting, interpersonal, analytical, creative, and negotiations skills, and ability to build strong relationships to facilitate achieving results.
+ Ability to work with external stakeholders including but not limited to union officials, consultants, representatives from other government agencies.
+ Good decision making and problem solving skills.
+ Ability to initiate and prioritize multiple projects and programs, multi-task, and deal with competing priorities.
+ Self-direction and motivational skills.
