    Job Description

    The Fire Department of the City of New York (FDNY) is the largest Fire Department in the United States and universally is recognized as the world's busiest and most highly skilled emergency response agency. The Department's main goal is to provide fire protection, emergency medical care, and other critical public safety services to residents and visitors in the five boroughs. FDNY members are sworn to serve and protect life and property, and the Department works to continually educate the public in fire, life safety and disaster preparedness, along with enforcing public safety codes. This accomplishment requires a steadfast and daily commitment to maintaining the Department's core values.

     

    The Fire Department, City of New York (FDNY), seeks a full-time Chief Medical Officer of BHS (CMO), in the Bureau of Health Services (BHS). Reporting directly to the Chief Medical Officer, the successful candidate will: Oversee administrative and clinical issues in BHS, related to duty determinations and treatment (clinic and field response, incumbents Fire and EMS). The CMO oversees the Deputy Chief Medical Officer (DCMO) in BHS on all issues, including annual monitoring and candidate evaluations. Represent the FDNY on all committees responsible for determining national, New York State and New York City guidelines/standards for Fire and EMS candidates and incumbents (e.g. NFPA 1582). Set BHS policies related to implementing medical initiatives, such as biohazard exposures (e.g. infection control for MRSA, blood, TB, Ebola, etc.) and maintaining criteria for duty status of members/candidates with chronic illnesses (physical and mental health). Ensure sufficient daily staffing (physicians, nurses, technicians and ancillary staff) is scheduled in the clinic area and field responses. Supervise and participate in evaluating active members for duty determination. Review BHS medical records to ensure treatment modalities are in place. Oversee evaluations for staff on extended medical leave or light duty, and disability evaluations, including three physician and full boards. Oversee the Counseling Services Unit (CSU) and provide supervision to the CSU Director, Deputy Director and Clinical Director. Liaise with CSU concerning duty determinations for firefighters and EMS workers sent from the Bureau of Training (BOT). Work with staff to develop protocols and standard operating procedures, to provide optimal member evaluations and care. Work with staff to develop measurable and meaningful quality assurance and quality improvement (QA/QI) goals and requirements. Meet with clinical staff at all sites (both BHS and CSU) on a regular and ad hoc basis, to provide clinical oversight and address operational issues, including policies, personnel and member problems.

     

    Provide all required progress reports.

     

    Participate on committees related to BHS activities, such as FDNY health and safety committee, computerization (electronic medical record) group, claims processing group, and contamination reduction work group.

     

    Serve as a BHS representative in medical litigation proceedings and related BHS medical issues.

     

    Be available for emergency response to life threatening/fatal injuries of active members, and significant mass casualty incidents.

     

    Be available to respond to FDNY work locations for counseling (e.g. infection control, stress, etc).

    Qualifications

    Possession of a valid license to practice medicine in the State of New York plus valid Board Certification issued by the appropriate American Specialty Board in any specialty area required by the Department. Additional requirements at the discretion of the Bureau.
