    Job Description

    The goal of the Information Technology Bureau (ITB) is to provide all members of the New York City Police Department with the most advanced technology available in order to enhance operational performance and promote personal safety. The use of technology in law enforcement contributes to officer effectiveness and efficiency and is to the benefit all citizens of the City of New York.

     

    The Information Technology Bureau (ITB) of the New York City Police Department is seeking an Executive Program Specialist to support the CIO in driving execution of strategic initiatives, ensuring proper resource allocation across units, and providing visibility into the health of bureau-wide projects. Under executive direction and with wide latitude for independent judgment, the Executive Program Specialist manages and coordinates high-priority initiatives, monitors staffing and skill alignment, and identifies opportunities to improve bureau performance by closing stalled projects and reallocating resources. This position serves as a direct extension of the CIO, ensuring that the bureau’s people and projects are aligned with mission-critical objectives. Duties and responsibilities include, but are not limited to:

     

    - Direct, coordinate, and monitor ITB initiatives and programs, ensuring projects move forward and close out successfully

    - Assess staffing across ITB units; identify under or over resourced teams and recommend adjustments to achieve balance

    - Evaluate workforce skillsets against current and emerging requirements (e.g., automation, observability, AI, modernization) and make recommendations for reskilling, redeployment, or hiring

     

    - Maintain a CIO-facing dashboard of bureau projects and resources, highlighting progress, risks, and bottlenecks

     

    - Conduct portfolio triage, recommending closure, consolidation, or acceleration of initiatives to focus on the highest-value work

     

    - Collaborate with ITB leadership, other bureaus, and external stakeholders as appropriate to ensure alignment and execution

     

    - Provide data-driven analysis and recommendations to the CIO regarding bureau priorities, staffing, and project execution

     

    - Perform additional related duties as assigned

    ADDITIONAL INFORMATION

    Qualifications

    1. A baccalaureate degree from an accredited college or university and three years full- time satisfactory professional experience related to the projects and policies to be studied in the particular position, including eighteen months of experience in a managerial, consultative, administrative or supervisory capacity.

    2. Education and/or experience which is equivalent to “1” above; however, all candidates must possess eighteen months of experience in a managerial, consultative, administrative or supervisory capacity as described above.
