    Description

    ISP Contracts Officer

     

    The Idaho State Police (ISP) has a current opening for a Contracts Officer supporting the Financial Services Office in Meridian. This position will develop contracts, monitor, evaluate and report contract activities, provide training and technical assistance to users, and perform related work.

    Duties and Responsibilities:

    • Development

    o Prepares or reviews plans and contracts for compliance with state and federal requirements, feasibility and legality of program design and cost-effectiveness

    o Defines operational and management requirements including objectives, time frames, priorities, budget formats, criteria and performance standards

    o Approves amendments to documents

    o Negotiates terms of grants/contracts with users

    • Project Administration

    o Develop or recommend program policies and procedures to conform to federal regulations and eligibility criteria

    o Analyzes reports to determine program progress, quality and quantity of service and compliance with laws, standards and guidelines

    o Monitors expenditure reports to compare expenditure rates, service levels and program outcomes to ensure services are provided in accordance with agreement

    o Monitors for contract compliance by evaluating statistical data and identifying the needs for corrective action plans for recipients and preparing reporting documents

    o May conduct process and/or financial audits as they relate to grants and/or contracts

    • Training/Technical Assistance

    o Identifies training needs and provides technical assistance or arranges training for grant or contract recipients in at least one of the following areas: interpreting regulations, rules, and policies

    o Development of proposals, operating plans, and procedures

    o Serves as liaison between federal, state, local agencies, grantors/contractors and citizen groups

    o Handles all contract processes, including inputting and tracking in Laserfiche system, ensuring all policies, procedures, and requirements are met

    Minimum Qualifications:

    Experience:

    o Developing grants or contracts including identifying goals and timetables and determining program needs and funding

    o Monitoring and evaluating grant or contract activities and expenditures

    o Interpreting laws, regulations, and policies and advising their requirements

    o Evaluating statistical and financial information and developing reports of findings

    Preferred Qualifications:

    o Experience with statewide Luma system

    o Experience evaluating bids

    o Good knowledge of techniques used in negotiating contract terms

    o Knowledge of State budgeting and fiscal polices

    o Knowledge of State and Federal purchasing laws
