    **Pay Range:** $79.20 - $108.17 per hour

    Job Summary:

    The Senior Program Manager and Chief of Staff is a strategic leadership role that serves as the principal advisor and operational partner to a senior executive within Rush University Medical Center and affiliated sites. The Chief of Staff anticipates the needs of the executive and proactively builds trust and confidence among the operational leaders and clinical executives who directly or indirectly report to the executive. This role encompasses a comprehensive range of responsibilities including strategic planning, operational oversight, project management of enterprise-wide initiatives, and leadership of complex change management efforts across the medical center and ambulatory network. The role will require flexibility and adaptability to evolve to the needs of the executive.

     

    The Chief of Staff ensures seamless coordination of organization-wide operational activities, maintains timely communication and information flow between the executive's office and all reporting entities, and develops, manages, and executes strategic initiatives that advance operational excellence across Rush University Medical Center and its affiliated sites. This position exemplifies the Rush mission, vision, and values and acts in accordance with Rush policies and procedures.

    Job Responsibilities:

    Strategic Leadership & Advisory

    + Provides strategic counsel to the executive on operational planning, project management, execution, and coordinates enterprise-wide initiatives and special projects for the executive and direct reports across the medical center and affiliated hospitals and surgery centers.

    + Works with the executive to set strategy, define initiatives and drive these forward. In doing so, functions as a key strategic advisor to the executive on ongoing operations, performance improvement, and strategic direction for Rush University Medical Center and affiliated sites.

    + Serves as an internal consultant to senior operational leaders on complex strategic or operational initiatives at system level down to organizational level and acts as the executive's representative or proxy on Medical Center task forces, committees, and working groups.

    + Analyzes operational and financial performance data to measure achievement of organizational goals across all service lines and facilities under the executive's purview. Tracks major initiatives, monitors implementation of strategic planning recommendations, and provides regular performance reports to senior leadership.

    Operational Excellence & Project Management

    + Collaborates and is responsible for holding the operational leadership team to account to facilitate achievement of operational objectives, including growth targets, cost reduction initiatives, quality improvement projects, and patient experience enhancements across all facilities.

    + Provides hands-on, detail-oriented leadership in facilitating integration, driving cross-organizational collaboration and initiatives at system level through to the medical center and affiliated sites. This requires directing cross-functional teams and facilitating efforts to build new operational strategies, streamline processes, and improve efficiency.

    + Manages the Senior Leadership dashboards and other tracking mechanisms. Is responsible for monitoring projects, action items, and strategic initiatives that emanate from the operational leadership team. This includes providing regular status reports and escalating issues as appropriate to ensure transparency and accountability for major organizational initiatives.

    + Leads change management initiatives related to operational transformation, process improvement, and organizational restructuring across the medical center network.

    Stakeholder Management & Representation

    + Represents, communicates and provides decision making on behalf of the executive's office internally and externally, serving as executive proxy to liaise with medical staff leadership, hospital administrators, department chairs, and community partners.

    + Ensures effective information flow to and from the executive's office through various channels including leadership team meetings, forums, correspondence, town halls, conferences, and retreats.

    + Develops comprehensive presentations from conceptual information to completion, including conducting research on diverse operational topics for varied stakeholder audiences.

    + Initiates and coordinates follow-up meetings and communications with key stakeholders on behalf of the executive to ensure timely execution of decisions and initiatives.

    Communication & Executive Support

    + Prepares key communication documents, presentations, and executive briefings for both external and internal audiences, reflecting operational updates, performance metrics, and strategic priorities.

    + In coordination with the executive's marketing team and executive administrative support, monitors organization-wide operational initiatives and priorities, and manages a comprehensive calendar of key events, deadlines, and deliverables across the medical center and affiliated locations.

    + In close collaboration with the executive and senior operational leaders, prepares agendas for standing meetings including operational leadership team meetings, hospital administrative meetings, and select board committee meetings; develops presentations and talking points.

    + Advises the executive on messaging priorities, agenda management, and ensures optimal allocation of time and resources across competing operational demands.

    + Effectively and discreetly manages communications and documents of a highly confidential and sensitive nature, including personnel matters, financial data, and strategic planning information.

    Office Management & Administrative Oversight

    + In partnership with executive administrative support staff, organizes and manages the executive's office, ensuring efficient office operations, optimal workflow and time efficiencies on behalf of the executive.

    + Liaises with the Finance Team to manage and input into the annual operating budget for the executive's office and oversees the portfolio of discretionary funds and operational improvement investments.

    + Reviews correspondence and drafts responses for the executive as appropriate or directs items to the appropriate leader for action and follow-up.

    + Supervises and mentors administrative residents, fellows, and other staff supporting the executive's office, providing guidance on healthcare operations, leadership development, and professional growth.

    + Works closely with executive support staff across the operational leadership team to develop standardized processes and timelines for managing and streamlining information flow and decision-making.

    Required Job Qualifications:

    Education & Experience

    + Bachelor's degree required. A degree in business administration, healthcare administration, public health, health systems management, or related field is preferred.

    + A minimum 6-10 years of healthcare management and leadership experience, with demonstrated success in strategic, operational and project management roles in complex health system environments.

    + Experience working at the health system level as well as with a range of different healthcare organizations and provider groups to coordinate and implement system integration.

    + Experience working at the executive level, collaborating with complex and diverse operational leadership teams, medical staff leadership, and clinical department leaders.

    + Experience as a healthcare senior advisor, executive director-level roles, chief of staff or management consulting.

    + Problem-Solving & Critical Thinking: Strong analytical and problem-solving capabilities, with ability to quickly assess situations, identify root causes, and recommend solutions.

    + Adaptability & Judgment: Flexibility and composure to handle the uncertainties and rapid pace of a large academic medical center; sound judgment in handling confidential and sensitive matters.

    + Interpersonal & Collaboration Skills: Professional demeanor with outstanding interpersonal and collaboration skills; ability to build relationships and work effectively with physicians, nurses, administrators, and support staff.

    + **Priority Management:** Ability to prioritize competing demands, negotiate effectively, manage changing deadlines, and maintain focus on highest-impact activities.

    Preferred Qualifications

    + Academic medical center experience, with exposure to teaching hospital operations and graduate medical education.

    + Experience with physician practice management and ambulatory care operations.

    + Knowledge of and ability to interpret healthcare regulations, accreditation standards, and quality/safety frameworks.

    + Experience with strategic planning methodologies, performance improvement frameworks, and change management principles.

    + Master's Degree (MHA or MBA).

    + Certification in Project Management.
