    Summary This Health System Specialist (Computerized Patient Record System Clinical Applications Coordinator) position is in the Office of the Chief of Staff at the VA Boston Healthcare System (West Roxbury campus). Responsibilities The Computerized Patient Record System (CPRS) Clinical Applications Coordinator will serve as the liaison between the Medical Center Director, Chief of Staff, clinical service chiefs, administrative officers and the Information Resource Management Service Line regarding clinical information at the Boston VA Medical Center. The incumbent provides a high level of administrative support to clinical services and Boston VA Medical Center management in managing the implementation, integration, and modification of the computerized patient record system and the supporting clinical application software packages. The incumbent develops and conducts training, administratively evaluates new and existing software packages, and makes recommendations for modification based on the needs of the clinical services and the reliability and accuracy of related patient data. The incumbent is responsible for providing both direct support to the clinical services as well as accomplishing coordination of facility efforts in support of the Boston VA Medical Center management. The incumbent works independently and is considered an authority on resolutions in issues concerning clinical software applications. Duties include, but are not limited to: Ensures the administrative implementation and integration of software applications for clinical services which includes (1) evaluating the unique needs of the specific clinical services in conjunction with the capabilities of the software and coordinating required modifications to be sure policies and procedures are followed and the resulting data/records are correct; (2) developing and conducting training for clinical and administrative users, and (3) reviewing the effectiveness of the systems and procedures to assure optimum benefit to clinicians, patients, and medical center goals. Provides administrative support, direction, technical information, and guidance to package coordinators within the services. Serves as liaison between software development centers and the Boston VA Medical Center. Collaborates with peers within the VA health care network and in the private sector in keeping abreast of technical, administrative, and regulatory changes. Provides overall management of the clinical software applications including prioritizing implementation of software center-wide and coordinating implementation of individual modules within specific services in order to achieve and maintain a comprehensive, integrated system for patient care data. Receives requests for special informational studies, surveys, questionnaires, etc. from agency headquarters and is responsible for collection of data from all appropriate sources, review and validation of the data collected, and preparation of a formal response to the requesting agency. Utilizes comprehensive administrative knowledge of automated data processing and agency systems file structure to facilitate implementation of applications and to maintain the desired functionality as package updates are introduced. Anticipates educational, procedural and functional problems associated with implementation of the packages, and designs structured protocol to facilitate efficient workflow. Acts as a liaison between clinical users, the Information Resource Management Service Line and Chief Information Officer to translate problems, implementation strategies, procedures for system non-availability, and protocol for acquisition of automated data processing equipment. Assists or participating in multidisciplinary task forces or work groups to facilitate implementation of automated data processing programs that involve multiple services. Creates files and templates to obtain clinical and/or administrative data from multiple services to produce comprehensive reports applicable to Peer Review, Utilization Review, and Performance Improvement. Promotes an atmosphere that encourages enthusiasm and user participation. Creates a positive environment that provides a mechanism for reporting application and/or system deficiencies, and suggestions for system improvements and enhanced functionality. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/13/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position, you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on the criteria as described below: Health System Administration Series, 0671 Individual Occupational Requirements: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Specialized Experience: (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. AND, Grade Level Requirement (GS-0671-12): Specialized Experience: Possess one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Examples of qualifying specialized experience include, but are not limited to: Extensive knowledge of clinical services and the administrative aspects of health care delivery within the VA or other medical setting, sufficient to evaluate and accommodate the automated information needs of the specific clinical services; ability to analyze in order to evaluate and improve program operations, resolve problems, and make recommendations on complicated courses of action; knowledge of management theories and practices in order to analyze and recommend organizational improvements and related technical applications to improve efficiency and effectiveness of program operations; comprehensive knowledge of the clinical applications including a working knowledge of the user and the package coordinator menus for each application, a general understanding of the menu management and database management systems which integrates the complex clinical application modules into a comprehensive patient database, and a general understanding of the data processing environment of the medical center's hospital information system.
