Summary The VA Southern Oregon Rehabilitation Center & Clinics (VASORCC) provides a variety of clinical programs with a wide range of outpatient services and treatments for Veterans in Geriatrics and Extended Care, Psychiatry, substance abuse, home based primary care, community care, residential, and various other ambulatory care programs. VASORCC has a main campus and two Community Based Outpatient Clinics (Grants Pass and Klamath Falls). Position requires a basic knowledge of human development and behavior (physical and psychological), and the differential influences of the environment, society, and culture. Ability to work with patients and families who are experiencing basic emotional, medical and social problems, utilizing individual, group, and family counseling skills. Work with more complex problems are done under close supervision. With guidance from the social work supervisor and senior social workers, ability to assess the psychosocial functioning and needs of patients and their family members, and to formulate and implement a treatment plan, identifying the patient's problems, strengths, weaknesses, coping skills, and assistance needed. Basic knowledge of psychosocial treatment modalities and under supervision, ability to implement treatment modalities in working with individuals, families, and groups to achieve treatment goals. This requires judgment and skill in utilizing supportive, problem solving, or crisis intervention technique. Ability to establish and maintain effective working relationships with clients, staff, and representatives of community agencies. Is able to communicate effectively, both orally and in writing, with people from varied backgrounds. Has basic knowledge of medical and mental diagnoses, disabilities, and treatment procedures to include acute, chronic, and traumatic illnesses/injuries; common medications and their effects/side effects; and basic medical terminology. The incumbent will operate such vehicles as sedans, station wagons, 4x4 utility, pick-up trucks and stake bed trucks weighing less than 22,000 pounds. Incumbent will drive Veterans to and from such places as clinically indicated, such as hospitals, doctor's offices, meetings and activities relevant to Veteran's Recovery Plan. May need to assist Veterans requiring special help into and out of vehicles and ensuring their safety and comfort while in the vehicle. Has working knowledge and skill in the use of word processing, data management, and other computer software. Ability to learn and utilize software programs in use by the VHA May have basic knowledge of Veterans' benefits and services relating to special programs, service connected compensation, non-service connected pension. Facilitates referrals based upon Veterans needs and eligibility. May serve on committees, councils, workgroups, and/or task forces. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Fundamental knowledge of medical and mental health diagnoses, disabilities, and treatment procedures. Entry Level Assignments: Individuals assigned as GS-9 grade level social workers are considered to be at the entry level and are closely supervised, as they are not yet functioning at the independent practice level conferred by independent licensure or certification. Social workers at the GS-9 entry level are typically assigned to program areas that do not require specialized knowledge or experience. Social Worker, GS-11 Experience and Licensure. Appointment to the GS-11 grade level requires completion of a minimum of one year of post-MSW experience equivalent to the GS-9 grade level in the field of health care or other social work-related settings, (VA or non-VA experience) and licensure or certification in a state at the independent practice level. Education. In addition to meeting basic requirements, a doctoral degree in social work from a school of social work may be substituted for the required one year of professional social work experience in a clinical setting. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs: Knowledge of community resources, how to make appropriate referrals to community and other governmental agencies for services, and ability to coordinate services. Skill in independently conducting psychosocial assessments and treatment interventions to a wide variety of individuals from various socio-economic, educational, and other backgrounds. Knowledge of medical and mental health diagnoses, disabilities and treatment procedures (i.e. acute, chronic and traumatic illnesses/injuries, common medications and their effects/side effects, and medical terminology) to formulate a treatment plan. Skill in independently implementing different treatment modalities in working with individuals, families, and groups who are experiencing a variety of psychiatric, medical, and social problems to achieve treatment goals. Ability to provide consultation services to new social workers, social work graduate students, and other staff about the psychosocial needs of patients and the impact of psychosocial problems on health care and compliance with treatment. Full Performance Level Assignments: This is the full performance level. Social workers at this level are licensed or certified to independently practice social work. Incumbents are assigned to all program areas, including but not limited to: inpatient or outpatient medicine, surgery, mental health, neurology, rehabilitation medicine, and geriatrics.
