Description
The Alabama Medicaid Agency (AMA) is modernizing its Medicaid
Enterprise Systems (MES). This multi-year project will procure
program management office (PMO) services, testing oversight
services, and multiple modular systems from multiple vendors. The
PMO services contract includes Medicaid Enterprise Architecture
services and Technical Advice and Assistance services. As part of
this modernization project, the Agency is migrating its MES
solutions and other critical business systems and technical
services into the Microsoft Azure Government Cloud. This project
follows a structured methodology that complies with the Federal
Center for Medicare and Medicaid Services (CMS) standards and
requirements such as the Medicaid Information Technology
Architecture (MITA) and Streamlined Modular Certification (SMC).
To support this project, the AMA has developed a Medicaid
Enterprise Architecture (MEA), and has procured the Orbus
iServer Enterprise Architecture software tool for that purpose.
Vendor deliverables must be analyzed to ensure compliance with
MEA standards and requirements as well as other vendor
contracts.
To support this effort, the AMA is seeking an experienced
enterprise architect to serve on a multi-year effort in the role of
AMMP Sr Enterprise Architect to report to the MES Associate

Director and be the AMMP lead for all technical aspects of MES
modules and support tools, and to advise on the MEA framework,
objects, and artifacts to support the success of the MEA and its
contribution to AMMP.
Specific Sr Enterprise Architect’s responsibilities will include
the following:
• Serve as the MES technical representative and work closely
with AMA support organizations that are responsible for critical
areas such as operations & infrastructure, security, data
governance, privacy, and project management to ensure MES
modules and tools and the MEA comply with agency and
federal standards. To that end, guide the PMO Contractor’s
efforts to maintain the MES Technical Reference Architecture
(TRA); and develop technical and EA policies, standards,
guidelines, procedures and processes for the MES.
• Act as a trusted partner with Contractors and Agency managers
to ensure project direction, goals and key initiatives achieve
desired results. Develop key technical and MEA insights and
metrics, and prepare reports and presentations for sr
managers and AMMP stakeholders external to the Agency.
• Chair the MES Enterprise Architecture Board (EAB) and the
Technical Review Board (TRB), establishing working Board
guidelines, ensuring proper expertise is represented at reviews,
ensuring transparency of the boards in the MES governance
process, ensuring timely and accurate communication with
stakeholders, communicating status to management and
submitting decisions for publication as needed, and ensuring
modules and tools align with the appropriate published
architectural standards.
• Provide in-depth analysis and critical thinking when reviewing
Contractor MEA artifacts and design documentation to identify
problems and potential gaps, and make recommendations that
will meet CMS standards and ensure contract compliance.
Provide final approval for specific MEA deliverables.
• Provide in-depth analysis and critical thinking when reviewing
MES module and support tool technical documentation and
technical aspects of Change Requests to recommend approval

and to identify risks and issues; this includes organizing TRB
working groups of appropriate Agency subject matter experts to
participate in reviews.
• Work with the PMO Contractor’s Sr Technical Advisor, and
guide the MES Technical Research Analyst to track industry
trends and maintain knowledge of new technologies to make
recommendations that improve the MEA and the TRA.
• Participate in and contribute to technical aspects of planning,
procurement (Request for Proposals (RFP) and Request for
Bids (RFB)), design, and test of the MES in order to support
key decisions--establishing priorities, evaluating trade-offs,
ensuring best practices, and develop and maintain a thorough
understanding of the module solutions and support tools to be
implemented.
• Support the development of Service Level Agreements (SLA) to
establish minimum support levels and system performance
standards that protect the best interest of the Agency.
• Employee is expected to undertake any additional related
duties as they are assigned by their manager.
Required Experience:
• 8 - 10 years information technology architecture experience
including one or more of these areas: cloud architecture, CRM
architecture, database architecture, enterprise architecture, and
solutions architecture.
• 3 - 5 years enterprise architecture experience including EA
framework design for at least the components of Business,
Technical and Information Architectures, EA modeling, EA tool
deployment, and EA configuration and lifecycle management.
• 3 – 5 years of experience with large multi-vendor projects or
teams
• 3 – 5 years of experience working with sr management and
key stakeholders
• Excellent written and verbal communication skills to relate
technical concepts to non-technical audiences, and to interact
professionally with a diverse group of executives, managers,
and subject matter experts.
• Extensive knowledge of all MS-Office products with strong MS-
Excel, Word, PowerPoint, and SharePoint skills.

Preferred Qualifications:
• Experience on a Medicaid or Major Health Care Payer Project
• Familiarity with technical aspects of relevant policies and
guidelines for information security, and the transmission and
protection of sensitive data.
• Experience with Medicaid Information Technology Architecture
(MITA) 3.0 including the maturity matrix and the Seven
Conditions and Standards
• Working knowledge of Medicaid Transformation Initiative
• Experience with technical diagraming and business process
modeling.
• Demonstrated effective analytical, critical thinking, and
diagnostic skills.
• Strong interpersonal skills to work in an integrated team to build
client rapport and develop/discipline/reward employees.
• Ability to handle ambiguity and change.
• Ability to work with virtual / in-person teams, and work under
pressure / to a deadline.
• Ability to work independently with minimal direction from
Agency or other team members.
Education/Certification:
• Bachelor’s degree in computer science, information systems
or similar field; or 9+ years of equivalent work experience

Pay and Benefits
The pay range for this position is $85.00 - $92.00/hr.
