    The Role

     

    Newport News Shipbuilding (NNS) is seeking an experienced technical leader to drive our cybersecurity efforts over the coming decades as the amount and complexity of computer and network systems continually increases. The Level 5 job position is the most senior technical role in this job family, and is organizationally located within the Aircraft Carrier Reactor and Propulsion Plant Planning Yards. This position will support land-based and shipboard systems in Naval Nuclear Propulsion Plant (NNPP) platforms.

    Duties will include:

    + Providing subject matter expertise to cross-functional teams within NNS developing and implementing security frameworks

    + Coordinating with cross-functional teams across NNS, Electric Boat (EB), Bechtel Plant Machinery Inc (BPMI), Naval Nuclear Laboratories (NNL), and the Navy, ensuring the NNPP executes their strategic objectives for Control System Security (CSS)

    + Oversee the analysis and processing of artifacts required to obtain and maintain the Authority to Operate (ATO) for information systems

    + Provide leadership to teams developing and executing Risk Management Framework (RMF) activities, System Security Plans (SSP), Continuous Monitoring Plans, Platform IT (PIT) Risk Acceptance Packages (PRA), and Security Assessment Reports (SAR)

    + Driving excellence, efficiency, and continuous improvement to these teams

    + Working on unusually complex technical problems and providing solutions which are highly innovative and ingenious

    + Serving as the organizations spokesperson on cybersecurity, and advising management and customers on advanced technical topics

    + Using proactive foresight to identify risks and opportunities, and advising internal and external stakeholders on the appropriate courses of action

    + Occasionally developing and presenting reports, letters, and information to broad audiences that is logical, self-explanatory, and accurate

    + Provide oversight, guidance, and training to the NNS staff with the goal of developing strong technical and organizational competencies

    + Advise management on industry trends and emerging technologies that will impact our cost, schedule, quality, and efficiency

    The ideal candidate will have professional experience or knowledge of:

    + Designing, developing, qualifying, testing, and/or operating Naval Nuclear Propulsion Plants

    + DoD 5220.22-M National Industrial Security Operating Manual (NISPOM)

    + DoD 8510.01 Risk Management Framework for DoD Systems

    + Defense Counterintelligence and Security Agency Assessment and Authorization Process Manual (DAAPM)

    + OPNAVINST N9210.3 Safeguarding of Naval Nuclear Propulsion Information

    + NIST Technical Publications including but not limited to 800-37, 800-53, and 800-53a

    + Implementing security controls and solutions on a wide variety of computer and networked systems, spanning composite test facilities (CTF), Engineering Demonstration Models (EDM), and special-purpose networks

    The ideal candidate will have these characteristics:

    + Able to work under consultative direction towards predetermine long-rage goals and objectives, with minimal to no direction from management

    + Natural catalyst for setting a positive and purpose-driven culture, fostering engagement, promoting accountability, and inspiring a collaborative environment; this individual will possess exceptional interpersonal skills with a proven ability to lead by example

    + Natural ability to navigate and lead through change, and to adjust strategies and approaches as needed to meet evolving business needs

     

    Must Have

     

    Bachelor's Degree and 14 years of relevant exempt experience; Master's Degree and 12 years of relevant professional experience; Ph.D. and 9 years of experience.

    One of the following may be used as an equivalent to Bachelor's Degree for Information Technology Related Positions Only:

    + NNS Apprentice School graduate

    + Navy Nuclear Power School (NNPS) graduate

    + Associate's Degree or other formal 2 year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience

    + Military Paygrade E-5 or above military experience

    + High School/GED and 4 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant exempt experience

    + High School/GED and 8 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant non-exempt experience

    + A relevant professional certification can be substituted for a Bachelor's Degree.

    Nice to Have

    + Master of Science in Cybersecurity, Information Technology, Electrical/Computer/Software Engineering, Computer Science, or related discipline

    + Professional Engineering License in Computer Engineering, Control Systems, or Electronics/Controls/Communications

    + Certified Information Systems Security Professional (CISSP)

    + DoD Risk Management Framework Practitioner (RDRP)
