    Position Summary

    The current vacancy is in the Safety and Justice Department.

     

    Support the Countywide Justice System Transformation Strategic Priority Initiatives for the justice involved population, including the Appropriate Responses; Youth Justice System Transformation and Pretrial Justice Initiatives coordinate services with other county departments and state- and local-level government and community partners; lead interdepartmental and interagency work teams to improve alignment and performance; represent the county at state, regional and national levels; including the budget related to Justice System Transformation integrated service delivery; and perform related duties as assigned.

    Flexible Workplace

     

    This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy.     Examples of Work Performed

     

    + Promote a diverse, culturally competent, and respectful workplace.

    + Direct Appropriate Responses Initiative (ARI), which envisions safety and community wellness through several key strategies, including but not limited to enhancing 911 dispatch protocols, expanding mental health and public health crisis responses, and providing a community-based response.

    + Management of the Pretrial Justice and Youth Justice System transformation work within Office of Safety & Justice and support strategic initiatives throughout the county.

    + Establish and collaborate with a network of advocates and programs in both administrative and clinical to support individuals involved in the justice system; improve county service integration and performance for health and justice services.

    + Assess, identify and address countywide barriers that impede excellence in delivering integrated health and justice services to individuals involved in the justice system; and develop plans and implement strategies and apply performance measures to ensure efficient operations.

    + Develop, document and present operational policies and procedures for the delivery of integrated services that ensure compliance with state and federal requirements and consider best practices research.

    + Develop and monitor the budget; negotiate contracts and memoranda of understanding (MOU’s); and pursue grants for integrated service delivery in Ramsey County.

    + Serve as the County’s representative on regional and statewide task forces focused on behavioral health and justice system transformation.

     

    (The work assigned to a position in this classification may not include all possible tasks in this work and does not limit the assignment of any additional tasks in this classification. Regular attendance according to the position's management approved work schedule is required.)

     

    ESSENTIAL FUNCTIONS: 1, 2, 3, 4, 5, 6, 7, 8.

    Minimum Qualifications

    Education: Bachelor’s degree in public policy, public administration, business administration, behavioral sciences, criminal justice or a closely related field.

     

    Experience: Five years of progressively responsible experience in public administration, program management, or in a related area that includes at least two years as a supervisor and in a public or non-profit setting.

     

    Substitution: Equivalent combination of education and related experience.

     

    Certifications/Licensure: None.

     

    Exam/Screening Process Information

     

    This is an unclassified, at-will position, holding a confidential relation to the department head or elected official. This position requires an open screening and selection process. There is no exam for this unclassified, at-will, position. All applicants who meet the minimum qualifications will be forwarded to the department for consideration.     Definition of Unclassified from the Ramsey County Personnel Act:

    Subdivision 1. General. "The appointing authority may discharge employees in the unclassified service with or without cause. Employees in the unclassified service have no right to a grievance appeal from discharge or other disciplinary action under sections 383A.281 to 383A.301. An employee in an unclassified position shall not have tenure but shall be entitled to all benefits associated with tenure such as vacation leave, sick leave, health insurance, and other benefits as determined by the county board."
