    Serco is seeking a senior Military Program Analyst to apply professional talents toward support of ship modernization planning. You will provide programmatic support to the Surface Ship Modernization program and Navy Modernization Process for planning, integration, and execution for the modification for all in-service conventional surface ships. The analyst helps ensure systems conform to technical maturity standards and installation plans are supported by the Navy budget process. You will provide briefing materials, budget tracking, and reporting while you directly support the Primary Assistant Program Manager for NAVSEA 21’s program office for large combatants. Using Microsoft Office based products and familiarity with the Navy modernization process, you will be responsible for evaluating program activities and constructing executive level briefing materiel to report programmatic business and financial statuses to key government and private sector stakeholders.

     

    You will be a part of a small team that works closely with our customer and other Serco teams to deliver quality systems. Matt Weber has led this team for more than a year and possesses more than 25 years of experience supporting the Navy and is a veteran.

     

    You will be responsible for performing multi-faceted assignments requiring the analysis of complex systems and projects. Assignments include the evaluation and reporting on anticipated future requirements, developing plans for various projects or program activities to meet competing requirements, and providing inputs on feasibility of proposed approaches to programmatic problems. This position is seated at the Navy Yard and <10% travel is required.

    In this role, you will:

    + Support the Program Office with the insertion of Ship Alterations on in-service large surface combatants.

    + Maintain oversight of all Planning Yard related activities for in-service large surface combatants.

    + Provide integration and scheduling issues to the respective SEA 21 surface ship platform manager(s).

    + Participate in Risk Boards.

    + Support oversight of the development of any required Ship Change Documents (SCDs) necessary for installation of Ship Alterations on SEA 21 platforms.

    + Support the development of submittals for POM/Budgets and ensures budget submittals support in-service and modernization program requirements and objectives.

    + Draft correspondence and coordinate with stakeholders in response to Requests for Information (RFIs), Reports to Congress, and Reclamas.

    + Support the development of Task Planning Sheets in the Navy’s Enterprise Planning System (NEPS).

    + Liaison with other NAVSEA program offices as required.

    + Work with Ship Class Mangers to coordinating funding, tasking, and tracking of field activities in support of all modernization planning.

    + Provide on-going support to the customer on financial reconciliation and reporting, performance to plan (P2P) monitoring, and data analysis.

    + Participate in working groups, program development forums, analytical activities, readiness exercises, training, education, and other forums as required to accomplish contract requirements.

    + Monitor and assist in the execution, updating, and projecting of program financial funds and records.

    + Perform additional duties and responsibilities as assigned.

    Qualifications

    To be successful in this role, you will have:

    + **Must have the ability to maintain active DoD Secret clearance**

    + **U.S Citizenship Required**

    + A Bachelor’s degree plus 10 years directly relevant work experience is required

    + In lieu of 10 years of directly related work experience, a Master’s degree plus 6 years directly relevant work experience will be considered.

    + In some cases, educational career certifications such as A&P, PMP, Six-Sigma, or DAWIA certifications will be considered in lieu of college degree in conjunction with relevant experience, may satisfy the educational qualifications for consideration or educational requirements may be adjusted or waived for more than 10 years applicable work experience

    + Ability to travel up to 10%

    Additional desired experience and skills:

    + Ability to enforce standards for the quality of programs and documents, assist in the resolution of project and program priorities and assure quality control throughout all contract activities by exhibiting a very high level of attention to detail

    + Superior Microsoft Office program skills to develop PowerPoint briefings, Word documents, Excel analytics, etc.

    + Superior writing skills to develop conceptual and analytical products for clients

    + Initiative to self-start, when required, with little to no direction or guidance

    + Demonstrate reading and understanding of official navy correspondence and instructions and the Navy ship modernization planning process

    + Excellent communication, presentation, and interpersonal skills
