    Overview

     

    This position is responsible for overseeing and supervising the performance of team leaders and front-line team-members located at Marion County Community Corrections (MCCC) facilities. The incumbent in this position is responsible for the supervision of clients, development of case plans, referral to services, processing intake and releases, handling phone calls and requests, resident passes, and monitoring of GPS location. Incumbent in this position is responsible for assisting in the day-to-day operations and programming related to Marion County Community Corrections and directly responsible for public safety, team-member safety, team-member accountability, and adherence to evidence-based practices. Incumbent in this position has wide latitude to make decisions related to public safety, team-member safety, and client safety and accountability for records management, maintenance and retention, and administrative services. The incumbent operates within a wide range of discretion for hiring and terminations. Incumbent may deviate from standards as established within the appropriate policies, procedures, and laws. Errors in judgment could cause irreparable consequences and lost work hours to the agency. Incumbent will exercise freedom in judgment while assisting in policy formulation and negotiations. Position will provide input to the manager in agency-wide decision making and provide assistance in the absence of their manager. The incumbent in this position is required to be on-call 24-hours a day, seven (7) days a week and may participate on a rotating shift. Incumbent must be certified by the court program. Position reports to the Manager, Residential.

    Position Responsibilities

    + Responsible for the daily supervision and performance of assigned team-members

    + Assists in personnel matters of recruitment, promotion, and disciplinary processes

    + Implements, updates, and enforces agency policies, procedures, and standards

    + Supervises the screening process for all Community Corrections referrals and ensures coordination with local and out of county and state entities regarding placement

    + Ensures case manager capacity levels are sufficient for placements, as much as possible

    + Provides input for development and assists with review of policies and procedures relating to Community Corrections case management, security, safety, and maintenance

    + Responsible for ensuring policies and procedures are properly enforced and are consistent with all federal, state, and local laws and regulations

    + Responsible for ensuring emergency plans are in place and team-members are trained

    + Ensure internal and external problems, conflicts, and issues are dealt with appropriately through the use of investigation, fact finding, interviews, and analysis of information

    + Ensures accountability and oversight over the work release population

    + Checks the certification of team-members by the court

    + Represents the agency to other agencies, groups, boards, businesses, and the public

    + Acts as a liaison responding to questions, problems, and concerns of other agencies and divisions, courts, vendors, and community individuals, program and agencies

    + Prepares statistical data and reports to summarize and evaluate program performance

    + Develops and writes policies, procedures, and grant reports for the agency

    + Responds to citizen and client grievances relating to the agency

    + Reviews and monitors client treatment plans and programs, schedules clients for programs, client participation, and ensures compliance to program rules and regulations

    + Ensures clients are referred to programming based upon criminogenic need or court order

    + Attends court hearings and proceedings regarding program candidates

    + Participates in the staffing of cases, and supervises and reviews recommendations for referrals

    + Monitors client to supervisor ratios and client violations of program specifications

    + Utilizes and ensures team-members utilize the Eight Principles of Effective Intervention daily while working with clients

    + Utilizes positive reinforcement in an attempt to achieve repeat prosocial behavior

    + Confidentiality is to be maintained at all times

    Qualifications

    Bachelor’s degree in Criminal Justice, Business Management, or related field and two (2) years of experience working in criminal justice or corrections facilities. An equivalent combination of education, training, and experience in the absence of a college degree may be considered in lieu of a degree Ability to communicate effectively both orally and in writing. Skill in establishing cost effective programs and quality control. Position requires knowledge and abilities in leadership, management, personnel and process performance measurement, investigative principles and practices used in insuring compliance with appropriate state and federal laws, regulations and requirements of court evidence, training, advising and assisting the staff and public in all aspects of the agency, interfacing with the public regarding procedures, interpreting and explaining court decisions to clients, others, municipal boards or committees, and agency team-members. Emotional intelligence when dealing with people of all backgrounds. Knowledge and use of Microsoft Office. Must have and maintain a valid driver's license.
