Human Resources Payroll/Benefits Manager
This position manages the Payroll & Benefits program for the Department of Transportation & Development (DOTD). DOTD's Payroll & Benefits Unit is comprised of five professional Human Resources positions responsible for overseeing the payroll, retirement, and benefits functions for both active and retired employees. This position reports to a Human Resources Manager B and provides support to the Human Resources Manager B and HR Director, as needed. The incumbent of this position is required to possess broad knowledge of the LaGov HCM system and its reporting capabilities, Civil Service rules and regulations, DOTD policies and procedures, Office of State Uniform Payroll (OSUP) policies and memos, as well as specific knowledge of the pay/benefits aspects of federal and state employment laws such as the Fair Labor Standards Act (FLSA) and Workers' Compensation. The incumbent must be proficient at multi-tasking and accommodating changes in law, governing rules and regulations in order to successfully meet a wide variety of deadlines, while also respecting the need for confidentiality. Highly developed written and oral communication skills are critical as well as a very high level of professionalism.
While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.
Minimum Qualifications
Seven years of human resources experience; OR
Six years of full-time experience in any field plus four years of human resources experience; OR
A bachelor’s degree plus four years of human resources experience; OR
An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus three years of human resources experience.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Job Duties and Other Information
Job Duties:
+ In conjunction with the Human Resources Manager B, the incumbent plans and directs activities for the Payroll & Benefits Unit, to include development of goals, assignment of duties, establishment of work standards, monitoring of workflow, evaluation of effectiveness and efficiencies, audit of work products, and continuous improvement of work processes.
+ Trains and counsels staff; approves leave requests and time sheets; prepares and conducts performance evaluations.
+ Serves as the Department's main contact for Fair Labor Standards Act (FLSA) issues including interpretation of PPM #12, handling of K-time balances and issuance of K-Time for overtime. Coordinates with the HQ HR Compensation Unit as needed on positions' FLSA status (exempt vs. non-exempt) and reports on various FLSA issues as requested by the Human Resources Manager B, HR Director, or DOTD Executive Staff.
+ Provides support for overtime issues associated with emergency events and interprets individual situations for Appointing Authorities as needed; consults with HR Management in preparation of all emergency events to ensure correct information is shared related to overtime work.
+ Incumbent serves as DOTD' s LaGov HCM Security Administrator and reviews requests for access to PTMW, LaGov HCM, and training records. Works with Assistant District Administrators and Appointing Authorities to limit security to those with a business need for access; coordinates with appropriate personnel to review the list of positions with security access on a periodic basis in order to remove positions that no longer require security access.
+ Generates reports through the LaGov HCM System for Appointing Authorities on overtime, leave usage, payroll costs, etc. Provides HR staff, time administrators, and the District Business Offices with reports for audit purposes to ensure accuracy in the system. Compiles annual U.S. Census report and annual fringe benefits report.
