Summary The Department of Energy's (DOE) WAPA Headquarters is looking for a dynamic, innovative, seasoned executive to lead the financial management activities relating to WAPA's programs and operations; management of WAPA's budget formulation, presentation and execution processes; and development and maintenance of WAPA's integrated accounting and financial management system, including financial reporting and internal controls. Responsibilities As the Chief Financial Officer, you will: Managing operations and directly influences DOE Power Marketing Administration-wide policy and planning related decisions and establish financial policy for WAPA. Exercise full managerial authority and aggressive integration of all financial policies, practices, and serves as the principal adviser to the Administrator on matters relating to the overall management and control of WAPA's financial and budgetary resources. Direct CFO organizational activities, frames strategic plans based on broad organizational assessments and evaluations of long-term organizational objectives. Exercise technical and administrative supervision over subordinate units consisting of Financial Management, Budget and Analysis, and Governance and Policy, and provides leadership and guidance to regional financial managers not under direct supervision. TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ1: Demonstrated ability to comprehensively plan, direct, and execute a comprehensive financial management program for a federal Power Marketing Administration (PMA) or a large electric transmission utility. This includes expert application of fiscal law, policies, regulations, principles, and standards to financial management activities; skilled analysis and evaluation of budget, program issues, financial data, and reports using advanced business tools, cost/economic analysis, and performance metrics for actionable recommendations; and proficiency in applying financial analysis, forecasting, and planning methods to ensure alignment of financial strategies with Agency-wide goals. TQ2: Demonstrated expert-level experience in federal financial management, including budget formulation and execution, and/or equivalent expertise within a large electric transmission utility, particularly with FERC Uniform System of Accounts or comparable non-jurisdictional accounting. This encompasses managing, allocating, and monitoring financial resources in strict compliance with federal laws (e.g., Reclamation laws) and regulations, ensuring transparency, robust internal controls, efficient goal attainment, and timely repayment of obligations. Crucially, candidates must possess expert-level engagement with and support acquisition from oversight bodies such as OMB and U.S. Congress, and regulatory bodies like FERC or state public utility/energy commissions. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. Education This position does not have a positive education requirement. Additional Information Veterans Preference: Veterans' preference is not applicable to the SES. Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders.
