    Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a Construction Control Representative GS-0809-12 position for the U.S. Army Corps of Engineers (USACE) Southwestern Division, Tulsa District, Tulsa, Oklahoma. For additional information on USACE Tulsa District click Here Responsibilities Serve as a Senior Inspector on complicated issues concerning the construction of a major power plant rehabilitation project, administering construction contracts expected to total approximately $20-30 million dollars. Coordinate the work with Contractors' personnel and representatives of the using service to assure timely and satisfactory accomplishment of all contracts. Analyze problems and reviews and interprets the requirement of plans and specifications for Contractor representatives and other interested persons. Incumbent assures that materials incorporated into the construction work are in compliance with plans and specifications and approved shop drawings, and that items requiring laboratory testing are tested before use on the project. Confer with Contractor's representatives on matters pertaining to interpretation of plans and specifications. Recommend to the Contracting Officer Representative (COR) that work stoppage be implemented on portions of the work where significant violations occur. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes: 1) Conducting investigations of construction sites to ensure conformance with plans or regulations; AND 2) Performing on-site inspections of construction by contractors to identify problems; AND 3) Recommending changes to construction plans or specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Education Note: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
