POSITION SUMMARY:The Program Director provides overall leadership, administrative oversight, and clinical supervision for the Children’s Community Residence. This position ensures effective day-to-day operations, adherence to OMH regulations, and delivery of high-quality, trauma-informed care to transition-aged youth. The Program Director is responsible for program development, staff supervision, fiscal management, quality assurance, and maintaining a therapeutic, structured environment that promotes growth, independence, and community integration.
ESSENTIAL ACCOUNTABILITIESAdministration1. Oversees recruitment, hiring, and onboarding of all program staff; conduct interviews, reference checks, and selection in collaboration with Human Resources.2. Coordinates and provides new staff orientation and ongoing training to ensure compliance with agency and OMH requirements.3. Oversee all quality assurance and performance improvement activities, ensuring continuous program evaluation and regulatory compliance.4. Provides documented weekly supervision to key program staff, including the Residence Manager, Program RN, Clinical Staff, Recreational Counselor, and Senior Counselor; offers additional supervision as needed.5. Completes annual staff evaluations and implements performance improvement or corrective action plans when necessary.6. Ensures adequate staff coverage across all shifts through effective scheduling and coordination.7. Oversees documentation standards and conducts regular internal audits of records and case files to ensure accuracy and compliance.8. Manages program budgets, expenditures, and fiscal reporting in coordination with the Division Director and fiscal department.9. Co-facilitates monthly Community Residence staff meetings with the Program Social Worker; leads overnight staff meetings.10. Ensures compliance with OMH, OSHA, and agency safety regulations.11. Monitors revenue and completes required monthly and annual financial reports.12. Oversee physical plant maintenance and safety in collaboration with the Director of Facilities, reports and follow-up on safety issues.13. Reviews and approves program purchases in accordance with budget guidelines.14. Develops, implements, and monitors NYS OMH Quality Improvement (QI) and Performance Measurement plans.
15. Conducts random site visits and spot checks across shifts to ensure effective operations, staff engagement, and program compliance.16. Manages and safeguards petty cash and activity funds in accordance with agency financial policies.17. Ensures integration of the Family Bonds Initiative into program operations; provides task supervision to the Residential Family Peer Support Partner (RFPSP) and collaborates with Parent to Parent and Long Island Families Together (LIFT).18. Participates in Family Bonds events, including the Family Bonds Retreat.19. Promotes inter-program collaboration and shared social, recreational, and cultural activities across Community Residences.20. Reports directly to and maintain regular communication with the Division Director.Operational21. Serves as liaison between the program and the Single Point of Access (SPOA) to maintain an active waitlist and coordinate admissions.22. Oversee the quality of care and treatment provided to residents, including ongoing utilization review and self-audit processes.23. Attends and participates in SPOA Out-of-Home meetings; provides biweekly status updates and reporting.24. Reviews all referrals and determines eligibility for admission in accordance with OMH criteria.25. Oversee the Program Social Worker’s coordination with youth, families, and service providers to develop and implement individualized service plans.26. Ensure consistent communication among staff to support progress toward treatment and transition goals.27. Oversee the discharge process, ensuring appropriate coordination of aftercare and community linkage.28. Ensures timely and accurate Medicaid billing and revenue documentation.29. Supervises the SSI and Medicaid application process for eligible residents.30. Reviews and approves discharge recommendations and verifies adequacy of transitional supports and housing resources.31. Oversee the Consumer Evaluation process and reviews outcome data to guide quality improvement efforts.
32. Promotes and ensures ongoing staff training, professional development, and compliance with required certifications.Other Responsibilities33. Participates in the development and facilitation of divisional training.34. Attends agency workshops, conferences, and mandatory OMH training as required.35. Transports transition-aged youth using agency or personal vehicles when needed.36. Maintains a valid driver’s license, current insurance, and reliable personal transportation throughout employment.37. participates in the annual Family Bonds Retreat and other program-sponsored events.38. Performs other duties as assigned to support program operations and agency initiatives.
Job Qualifications
The Program Director must hold a master’s degree or licensure in a mental health discipline such as Social Work, Counseling, Psychology, or a related field. Candidates should have a minimum of three years of experience working with youth with Serious Emotional Disturbance (SED) and their families, with at least two years of supervisory experience preferred. Prior experience in residential or community-based behavioral health programming is strongly desired. The position requires strong leadership, organizational, and communication skills, as well as the ability to manage multiple priorities, ensure regulatory compliance, and foster a collaborative team environment. A valid New York State driver’s license and reliable access to a personal vehicle are required.
