The POST Board is looking for a dedicated individual to serve as a Standards Supervisor. This position will provide supervision and direction to the Standards Unit of the POST Board. The Standards Supervisor plays a key role in achieving the goals of the POST Board by working closely with Standards staff and managing Standards Unit operation. This position primarily has oversight of the agency compliance reviews, investigating standards of conduct complaints, training requirements, and policy reviews.
The individual will develop and foster professional working relationships with law enforcement agencies, as well as with the staff of clients seeking guidance and information regarding regulatory issues. This position will identify and address process and system improvements needed to improve the efficacy of the agency’s work. This position will work in meaningful partnership with other divisions in the agency to identify opportunities to improve systems and processes.
This position is eligible for a hybrid telework arrangement. With a telework arrangement, onsite attendance will be required for team meetings or as requested by management to meet business needs. In addition, traveling of up to 5% to other locations will be required to meet performance expectations and to establish and build effective relationships with stakeholders, partners, customers, and surrounding communities.
Minimum Qualifications
Three (3) years of experience planning, leading, or managing complex projects that include the following duties:
+ Analyzing current office processes and recommending alternatives and changes.
+ Experience identifying and interpreting program requirements, policies, regulations, and other guidelines.
+ Experience with electronic case management systems such as Benchmark, Salesforce, or other data management systems.
AND
+ Demonstrated leadership experience that may include any of the following:
+ Experience as a supervisor, team lead, lead worker, or project lead.
+ Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI).
+ Four (4) years of experience as a sworn peace officer in a law enforcement agency conducting investigations or compliance analysis work.
+ Strong critical thinking and data analysis skills.
A Bachelor's degree in law enforcement, criminal justice, or related field may substitute for one (1) year of experience as described. An Associate's degree as specified may substitute for six (6) months of experience as described.
Additionally, applicants will be further assessed in the interview and screening process on the following:
+ Communication and human relations skills sufficient to effectively supervise, direct, and provide consultation to staff; provide staff training; and participate in department-wide and interagency committees/work groups.
+ Effective communication and computer skills sufficient to draft policies, procedures, management reports, and sensitive correspondence.
+ Ability to work with individuals from diverse communities demonstrating effective interpersonal and customer service skills.
Preferred Qualifications
+ Police supervisory and/or management experience.
+ Licensure as a Peace Officer in the State of Minnesota. License may be active or inactive as long as it is in good standing.
+ Experience in law enforcement officer selection and background investigations.
+ Experience in internal affairs investigations.
+ Experience working within the MN POST Board.
+ Considerable knowledge of state governmental operations necessary to ensure unit conformity with state rules, regulations, and procedures.
+ Knowledgeable in all aspects of the MN POST Board Rules and Minnesota State Statutes applicable to the regulation of peace officerlicensing in Minnesota, such as Minnesota Statutes 13.01 to 13.90, 14.01 to 14.69, 214.10, 609.01 to 609.85, 626.84 to 626.94 and Minnesota Rules Chapter 6700.
Additional Requirements
+ Successful applicants must pass background and employment reference checks prior to employment. A criminal history does not automatically disqualify an applicant, and each case will be reviewed individually in alignment with fair hiring practices.
+ Applicant must have had no disciplinary action taken against their peace officer license or certification.
+ Possess a valid driver's license with acceptable motor vehicle record.
