    The NYC Mayor's Office administers all city services, public property, most public agencies, and enforces all city, state, and federal laws within New York City.     The NYC Mayor’s Office of Equity & Racial Justice (MOERJ) was established in October 2023 as the City of New York’s centralized agency to advance equity. Our mandate is rooted in a simple but powerful belief that every New Yorker deserves the chance to live, work, and thrive with dignity.

     

    To bring that vision to life, MOERJ brings together several key initiatives and offices, including the NYC Commission on Gender Equity (CGE), NYC Her Future (NHF), the NYC Young Men’s Initiative (YMI), and the NYC Unity Project (UP), as well as cross-agency bodies like the NYC Pay Equity Cabinet (PEC) and the NYC Taskforce on Racial Inclusion & Equity (TRIE). Together, we create a unified framework for addressing the many ways inequity shows up in daily life.

     

    This work is not accidental. In November 2022, New Yorkers voted to embed racial justice into the heart of city government. MOERJ carries forward that charge by developing programs, policies, and campaigns designed to measurably reduce disparities while strengthening Diversity, Equity, Inclusion, and Accessibility (DEI&A) across the city.

    The Problems You'll Solve:

    The Mayor’s Office of Equity & Racial Justice seeks a Data and Performance Manager to serve as a key architect in contributing to and implementing a comprehensive research and evaluation agenda, transforming how MOERJ measures impact, progress, and advances racial equity. This role – reporting to the Deputy Commissioner – blends hands-on data and performance management with project management skills to create an integrated performance management system across the office. You will work directly with datasets from human services programs and be responsible for the effective and efficient collection, analysis, and management as well as help build and standardize essential data infrastructure that will serve as a model for New York City’s equity data infrastructure.

     

    Beyond MOERJ program-level metrics, you will support the evaluation of transformative citywide initiatives being implemented by our team, including but not limited to, the True Cost of Living (TCOL), Racial Equity Plans, Equity Neighborhood investments, and other cross-cutting initiatives.

     

    This position offers the unique opportunity to both honor existing work and build new infrastructure in a mission-driven environment.

    Responsibilities:

    Data Analysis & Management

     

    - Review existing data assets across MOERJ, documenting collection methods, storage, and reporting outputs

     

    - Harmonize disparate data formats from legacy systems while preserving historical trend data

     

    - Clean, merge, and analyze datasets from multiple city agencies and community partners

     

    - Design, implement, and maintain a robust data infrastructure centralizing data for performance management and evaluation

     

    - Perform statistical analyses using R, Python, or similar tools to identify trends and disparities

     

    - Create and maintain data pipelines connecting various source systems and automate, where possible

     

    - Establish and validate baseline metrics for key equity indicators

     

    Project Management & Coordination

     

    - Document institutional knowledge from long-standing programs before standardization

     

    - Manage timelines and deliverables for infrastructure implementation

     

    - Coordinate data collection schedules across teams, ensuring timely submission

     

    - Lead performance review meetings, presenting data insights to program staff

     

    Performance Measurement & Reporting

     

    - Design, maintain, and refine dashboards for real-time program monitoring

     

    - Produce recurring performance reports showing progress against established targets

     

    - Create data visualizations that communicate complex findings to diverse audiences

     

    - Support public reporting requirements, when necessary

     

    - Support the design of quasi-experimental evaluations to measure program impact

     

    Technical Support & Capacity Building

     

    - Contribute data expertise for key priorities, including by not limited to, NYC's annual TCOL measure

     

    - Train staff on data entry protocols and dashboard usage

     

    - Empower team members to build on existing data skills

     

    - Document technical processes for knowledge transfer and sustainability

    About You:

    - Bachelor's degree in data science, statistics, public policy, social sciences, or related field with Master’s degree in relevant field a plus

     

    - Minimum three (3) years as a Research Analyst or similar role in government or nonprofit settings

     

    - Prior work with equity-focused organizations or racial disparity analysis

     

    - Demonstrated experience working with human services data or administrative data

     

    - Familiarity with human services program metrics and outcomes measurement

     

    - Experience with demographic data analysis and disaggregation methods

     

    - Ability to identify patterns in complex datasets and troubleshoot data integration issues

    - Familiarity with administrative data protocols

    - Direct experience with NYC government data systems, a plus (e.g. NYC Open Data, city agency datasets)

     

    - Advanced Excel (VLOOKUP, pivot tables, macros) and SQL proficiency

    - Proficiency in R, Python, STATA, or SPSS for data analysis

    - Experience with relational databases (e.g. Airtable, Access, or similar)

     

    - Experience with Power BI, Tableau, or similar platforms

     

    - Experience with project management tools and methodologies

     

    - Experience with APIs and automated data extraction, a plus

     

    - Understanding of causal inference methods, a plus

     

    - Believes data should drive equity, not solely document inequity

     

    - Takes pride in building new foundations and systems, creating order

     

    - Experience managing multi-stakeholder data projects/work streams while meeting deadlines

     

    - Demonstrated the capability to prioritize big picture tasks, while also being very detail-oriented

     

    - Demonstrated effective collaboration across diverse teams and making technical concepts accessible

     

    - Comfortable operating in a changing environment

     

    - Demonstrated understanding and commitment to diversity, inclusion, equity, and accessibility

     

    - Background living in, working within, or growing up as a member of communities facing historical oppression will contribute to your ability interpret and translate data effectively

     

    - Demonstrated commitment, competency, and familiarity with issues affecting Black, Indigenous, Latinx, Asian, Middle Eastern, or Pacific Islander communities in New York City, or other marginalized groups

    Qualifications

    1. Graduation from an accredited college with a baccalaureate degree; or

    2. Graduation from an accredited community college plus two years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities; or

    3. A four year high school diploma or its educational equivalent plus four years of experience as described in "2" above; or

    4. A satisfactory equivalent combination of education and experience.
