    Job Description

    The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts. The candidate recruited will serve as the Executive Director of the Environmental Health Unit. The selected candidate will report to the Assistant Commissioner for Environmental Health and will be responsible for the following:

     

    -Will manage the Inspection Unit comprised of the deputy director and public health sanitarians.

     

    -Will assist with managing all programs/units that fall under the jurisdiction of the Environmental Health Unit.

     

    -Compile weekly and monthly statistical data after reviewing the Weekly Inspection reports.

     

    -Conduct complaint inspections and submit required reports.

     

    -Conduct sanitation training for persons in custody work details and uniformed supervisors.

     

    -Assist with training of the Environmental Health Officers (EHO Captains).

     

    -Represent the Department during PESH and other during other regulatory agency inspections and hearings, as well as submitting abatement reports to the various agencies.

     

    -Assist in the development of abatement plans and work with the facility to implement said plans.

     

    -Create purchase orders for respirator fit testing, personal protective equipment, inspection supplies and other health and safety equipment/services.

     

    -Perform tasks required by the Benjamin Court Order such as the compilation of the monthly air flow reports and redacting of reports.

     

    -Respond to environmental emergencies such as oil spills and methane alarms.

     

    -Develop and implement environmental health and safety policies.

     

    Preferred Skills

     

    -A minimum of three (3) years of professional experience as a supervisor and/or manager in the field of environmental health and safety.

     

    -Knowledge of NYS and NYC Health Codes pertaining to food safety, Confined Space regulations, Respiratory Protection Standards Resource Conservation and Recovery Act (RCRA) regulations and other relevant Health/Safety regulations.

     

    -Ability to plan, direct, coordinate and manage the design, development and conduct of large-scale studies, audits and analyses of systems and programs, internal policy compliance and improvement projects;

     

    -Knowledge of operations research, audit procedures, systems analysis, methods and procedures analysis and management analysis techniques;

     

    -Ability to communicate highly complex information clearly and succinctly, both orally and in writing;

     

    -Ability to work under intense pressure and meet restrictive deadlines;

     

    -Ability to extract data from various data collection systems and perform quantitative analysis of data;

     

    -Ability to utilize audit principles and procedures in order to meet system wide needs.

    Qualifications

    1. A baccalaureate degree from an accredited college or university, including or supplemented by 30 credits in the eh biological and/or physical sciences, and four years of satisfactory full-time experience performing inspections to assure compliance with pertinent laws, rules and regulations governing the areas of food, drugs, and general environmental sanitation, eighteen months of which must have been in an administrative, managerial or executive capacity, or in supervising staff performing food, drug and general environmental sanitation inspectors or related work; or

    2. An associate degree from an accredited college or university, including or supplemented by 12 credits in the biological and/or physical sciences, and six years of satisfactory full-time experience as described in question "1" above; or

    3. Education and/or experience equivalent to "1" or "2" above. However all candidates must have at least 60 credits from an accredited college or university, including 12 credits in the biological and/or physical sciences, and at least two years of experience as a public health sanitarian, including or supplemented by eighteen months of experience in an administrative, managerial, executive or supervisory capacity as described in "1" or "2" above.
