    The Department of Children, Youth, and Families (DCYF) is excited to announce that we hare hiring a Human Resources Technician!     _As a Human Resources Technician, you will provide technical personnel support to Department of Children, Youth, and Families managers, supervisors and employees_ _. Working with oversight from the Transactions Lead and Supervisor, this position processes personnel transactions in the State's personnel/payroll systems (SEMA4), administer FMLA, leave management, and retirement services, including maintaining databases and providing reports._

     

    _Serving as the primary contact for employees, supervisors and managers seeking information on paid and unpaid leaves of absences, including Family Medical Leave Act (FMLA), Parental Leave, Medical Leave and Military Leave. You will serve as the primary point of contact for Minnesota Paid Leave._

     

    _In this position you will also r_ eview, research, prepare, and process employee and position data transactions in the SEMA4 system and ensure entered in a timely and accurate manner in accordance with state and federal laws, collective bargaining agreements, and MMB administrative procedures, so that employees receive the appropriate compensation and benefits.

    Minimum Qualifications

    _**To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.**_

    Two (2) years of human resources (HR) experience that includes at least two of the following:

    + Administering FMLA and other types of leave requests including determining eligibility and evaluating, processing, and tracking requests.

    + Applying federal, state, and/or employment contract language, personnel rules, policies, and procedures as it pertains to employee benefits, transactions and/or payroll.

    + Processing data in an HR data management system or electronic applicant tracking system sufficient to maintain accurate records.

    + Strong oral communication skills sufficient to relay sensitive/personal information via email and in producing a wide variety of documents such as memos, letters, and forms making changes to align with policy and procedures.

    + Maintaining HR records such as personnel, hiring, training and medical files

    AND

    + Skills using an HR information system (HRIS) sufficient to review, enter and maintain employee and position information.

    + Skill in Microsoft Office suite of products (such as Word, Excel, Teams, SharePoint, PowerPoint), as well as Adobe Acrobat

    + Customer service skills sufficient to assist with and respond to requests from internal and external customers in a tactful, effective and timely manner.

    Preferred Qualifications

    + Experience using HR data management systems such as SEMA4 (Statewide Employee Management), Peoplesoft or similar systems

    + Comprehensive knowledge of public personnel principles, applicable state and federal statutes and affirmative action guidelines, DCYF policy and MMB HR/LR policies, collective bargaining agreements and plans.

    + Specialized technological knowledge in the State’s administration of FMLA, ADA and Minnesota Workers’ Compensation statutes.

    + Knowledge of data privacy practices and laws

    + Knowledge of reporting tools such as Oracle Business Intelligence Enterprise Edition (OBIEE) or similar tools
