    Human Resources Manager (Payroll and Timekeeping Manager)

    POSITION DETAILS

    Under the direction of the Director of Human Resources, the Payroll and Timekeeping Manager oversees the College’s Payroll and Time & Leave Unit, serving over 2,500 employees. This role involves leading a team of six HR staff members to develop operational goals and implement improved processes for efficient and customer-oriented service delivery. The Payroll and Timekeeping Manager is responsible for interpreting and applying collective bargaining agreements, formulating policies and procedures, and adopting best practices to enhance payroll efficiency and ensure compliance with CUNY, state, and federal regulations.

    Key Responsibilities

    Payroll and Compliance Management:

    + Directs payroll operations to ensure compliance with collective bargaining agreements, CUNY policies, New York State Civil Service laws, and applicable federal, state, and local regulations.

    + Certifies and audits bi-weekly payroll processing, ensuring accuracy in employee compensation, stipends, overpayments, and retroactive payments.

    + Reviews and updates payroll data, including pay rate changes, level adjustments, and employee classifications in PayServ and CUNYfirst.

    + Ensures timely submission and processing of payroll actions, collaborating with University Payroll and the Office of the State Comptroller (OSC) to resolve discrepancies.

    + Interprets and implements salary adjustments and payroll changes mandated by collective bargaining agreements and policy updates.

    Team Leadership and Development:

    + Manages, trains, and develops a team of six full-time and two part-time employees, fostering a collaborative and high-performing work environment.

    + Provides guidance and professional development opportunities to ensure staff are well-equipped to handle payroll inquiries and complex compensation matters.

    + Establishes workflow processes to optimize efficiency, accuracy, and service delivery.

    Reporting and Data Analysis:

    + Oversees payroll audits and reconciliation processes, utilizing PayServ queries, ePAF reports, CJR reports, and Control D reports for data validation and compliance.

    + Runs bi-weekly, monthly, and ad-hoc reports to track payroll discrepancies, employee classifications, and potential FICA refunds.

    + Develops tracking tools and custom reports to monitor payroll activities, ensuring timely resolution of payment issues and compliance with contractual obligations.

    + Produce reports and analyses on full-time and part-time employees, providing data for fiscal offices and the Office of Academic Affairs as necessary

    Employee Support and Stakeholder Engagement:

    + Responds to payroll inquiries from employees, department heads, and HR staff, providing clear and accurate guidance on compensation, deductions, and policy compliance.

    + Serves as a liaison between the College and University Payroll, OSC, and HR departments to facilitate payroll resolutions and system updates.

    + Provides direct support to college leadership in resolving payroll and timekeeping matters affecting employees.

    + Develops and communicates payroll-related policies, ensuring transparency and adherence to best practices.

    Time and Leave Administration:

    + Manages the College’s Time and Leave function, ensuring accurate tracking and processing of employee leave balances.

    Strategic Initiatives and Policy Development:

    + Evaluates and enhances existing payroll systems and processes to improve operational efficiency.

    + Develop digital tools and leverage technology in the creation of workflow guides, and audit trackers to streamline payroll calculations and compliance monitoring.

    + Assists in developing and implementing policies and procedures that support the strategic goals of the Human Resources department and the College.

    + Represents the College on CUNY and University-wide committees related to payroll, compensation, and HR systems.

    Peak Season Responsibilities:

    + Semester Start (Fall & Spring): Onboarding and payroll setup for new hires, adjunct faculty, and full-time staff.

    + Summer Sessions: Processing summer payments for faculty research, summer chairs, and adjunct contracts.

    + Bi-Weekly Payroll Cycles: Ensuring timely uploads of payroll data and verifying processed transactions.

    Required Systems & Software Proficiency:

    + PayServ, CUNYfirst, ePAF, HRAssist, PRAssist – Used daily for payroll processing, employee records management, and report generation.

    + Advanced Excel and reporting tools for auditing and reconciliation purposes

    QUALIFICATIONS

    Bachelor's Degree and six years' related experience required.

    CUNY TITLE OVERVIEW

    Manages a portfolio of Human Resources programs and operations at the College level.

     

    - Assumes responsibility for delivery of one or more human resources programs, which may include recruitment, performance management, labor relations, pay administration, recordkeeping, and/or human resources technology

     

    - Manages staff responsible for carrying out operations in the Human Resources office

     

    - Directly supports College department chairs and managers in staff planning, recruiting, hiring, and resolving sensitive personnel issues regarding their employees

     

    - Provides guidance on the impact of laws and regulations, CUNY policies, and collective bargaining agreements

     

    - Provides outreach to employees and provides communications such as meetings, newsletters, and web sites

     

    - Compiles accurate and well-organized reports

     

    - Assists management with developing policies, procedures, and programs to support Human Resources' objectives

     

    - Performs related duties as assigned.

    $109,898- $118,070; Salary commensurate with education and experience.
