**Pay Range:** $69.41 - $103.42 per hour

Summary:

We are seeking a **Director of Enterprise Data Management** to lead the strategic vision, governance, and stewardship of our enterprise data assets.
In this high-impact leadership role, you will build and sustain an enterprise-wide data management framework that ensures data quality, integrity, security, and compliance across all business and clinical systems. Partnering closely with executive leadership, you’ll shape data strategy, influence culture, and enable Rush to make smarter, faster, and more data-driven decisions.

Responsibilities:
Data Strategy Development & Implementation
+ Design, implement, and continuously evolve the organization’s data governance and management program, aligning with strategic goals, business objectives, and regulatory requirements.
+ Partner with executive leadership to define the vision, strategy, and roadmap for enterprise data governance and management, covering data quality, data stewardship, data privacy, and data lifecycle management.
+ Collaborate with executive leadership to set organizational data priorities and secure support for data initiatives.
Policy & Standards Management
+ Develop, maintain, and enforce enterprise data governance and management policies, standards, and guidelines to establish data ownership, stewardship, and accountability across the enterprise.
+ Ensure policies align with internal business needs, external regulations (e.g., HIPAA, FERPA, PCI DSS, GDPR, CCPA, etc.), and industry best practices.
+ Lead the creation and periodic review of data definitions, taxonomies, and classification schemes to maintain data consistency and integrity.
Data Quality & Integrity
+ Establish and monitor metrics and KPIs for enterprise data quality, ensuring ongoing measurement, reporting, and remediation of data issues.
+ Drive continuous improvement initiatives to elevate data accuracy, completeness, timeliness, and reliability.
+ Oversee enterprise data profiling, cleansing, and enrichment activities in partnership with data stewards and IT teams.
Stakeholder Engagement & Communication
+ Serve as the primary liaison between business units, IT, compliance, and executive teams for all data governance and management matters.
+ Facilitate cross-functional data governance councils, working groups, and stakeholder forums to build alignment and resolve data challenges.
+ Champion a data-driven culture through effective communication, training, and organizational change management initiatives.
+ Present to executive and senior leaders on the data governance and management program.
+ Attends industry conferences and functions to promote continuous improvement, learning, and Rush’s data management and governance program.
Regulatory Compliance & Risk Management
+ Interpret and ensure compliance with complex data privacy, security, and retention regulations and standards.
+ Conduct risk assessments and develop mitigation strategies to manage data-related risks across the organization.
+ Coordinate with legal, compliance, and security teams to prepare for audits and respond to incidents or breaches involving enterprise data.
Data Stewardship & Ownership
+ Establish and nurture a network of data stewards and business data owners throughout the organization.
+ Define clear roles, responsibilities, and accountability for data creation, usage, and maintenance.
+ Support data governance champions' onboarding, development, and empowerment across business units.
Technology & Tool Enablement
+ Partner with IT and data engineering to select, implement, and optimize data governance and management tools and platforms, such as data catalogs, data lineage systems, and metadata management solutions.
+ Oversee integration of data governance policies and controls into enterprise systems, processes, and workflows.
+ Evaluate emerging technologies and trends to continually enhance the data governance and management ecosystem.
Team Leadership & Talent Development
+ Build, mentor, and lead a high-performing data governance and management team, fostering professional growth and collaboration.
+ Set performance objectives, conduct regular feedback sessions, and support career development for direct reports.
+ Promote diversity, inclusion, and a culture of continuous learning within the data governance function.
+ Own and manage the budget and spend for the data management and governance program.
+ Provides or oversees project management of data governance and management key initiatives, and ensures all project management administration complies with Rush project management policies and procedures.
Required Job Qualifications:
+ Bachelor’s degree in Information Management, Computer Science, Business Administration, or a related field.
+ 12+ years of progressive experience in data governance, data management, data quality, or related disciplines.
+ 5+ years of leadership experience managing teams and large-scale data initiatives.
+ Expertise in data management and governance frameworks (e.g., DAMA-DMBOK), data quality management, metadata management, and master data management.
+ In-depth knowledge of regulatory requirements (e.g., HIPAA, FERPA, PCI DSS, GDPR, CCPA, etc.) and risk management practices related to data.
+ Demonstrated experience driving organizational change and building cross-functional relationships.
+ Strong analytical, problem-solving, and project management skills.
+ Excellent communication, facilitation, and presentation abilities.
+ Experience with data governance tools and technologies (e.g., Collibra, Informatica, Alation, Talend, etc.).
Preferred Job Qualifications:
+ Master’s degree preferred.
+ Certifications such as CDMP (Certified Data Management Professional) or DGSP (Data Governance and Stewardship Professional) are a plus.
