The Idaho Transportation Department is hiring a Financial Specialist Senior in the Program Management Office at the Boise Headquarters. The incumbent will provide support to District and Headquarter transportation program areas with their accounting and Highway program needs. Incumbent will create and administer the State Highway Funding Plan using federal apportionments and state dedicated funds. Incumbents will act as a point of contact with the Federal Highways Administration (FHWA) and Metropolitan Planning Organizations (MPOs). Incumbent will reconcile balances of federal and state obligations, respond to both external and internal compliance/audit requests, complete fiscal year-end duties, perform accounting adjusting entries and review monthly transportation program financial statements. The incumbent’s focus is on reconciliation of funds received across multiple systems and ensuring funds are accurately recorded in the financial systems in compliance with state and federal law. A successful candidate for this position will be a creative problem solver that also takes initiative to see problem resolution through to completion.

EXAMPLE OF DUTIES
+ Reviewing and approving financial transactions
+ Reconciling funds between various accounting systems
+ Reviewing financial processes and procedures and recommending improvements
+ Analyzing federal apportionments and creating the state highway funding plan
+ Analyzing business processes and communicating analysis to business analysts and software developers
+ Ability to work independently and collaboratively which results in a successful completion of tasks
MINIMUM QUALIFICATIONS
Experience:
+ Developing and preparing financial documents; Minimum requirement met by at least 1 year of experience developing and preparing financial documents such as financial statements, tax worksheets, budgets, cost analysis, audit reports, and audit work papers
+ Using a personal computer to develop, analyze, and report on financial data: Minimum requirement met by at least one year of work experience using a personal computer to develop, analyze and report on financial data as a regularly assigned job duty
+ Analyzing financial activities and recommending management action: Minimum requirement met by at least one year of full-time work experience independently analyzing financial activities and recommending management action as a regularly assigned job duty
Good Knowledge of:
+ Accounting principles and practices ; Minimum requirements met by at least four years of professional work experience applying Generally Accepted Accounting Principles (GAAP), usually gained as an accountant or equivalent; OR an associate’s degree in accounting AND at least two years of professional work experience as described above.
+ Desired Qualifications:
+ Proficiency with Microsoft Excel
+ Good knowledge of internal control procedures
+ Excellent attention to detail
+ Experience building financial system procedures
+ Background experience in government budgeting or relevant accounting experience
+ Bachelor’s degree in accounting, Finance or relevant work experience
