    Position:

    The Idaho Department of Environmental Quality (DEQ) is hiring a Source Water Protection Analyst for the Coeur d'Alene Regional Office.

     

    Salary Range: $32.00-$34.50

    Responsibilities:

    • Source Water Protection (SWP) Planning/Projects:

     

    - Facilitate and develop SWP plans and projects.

     

    - Work with supervisor and program staff to identify/prioritize SWP activities.

     

    - Assist communities and organizations to develop source water programs at the local and regional level.

     

    - Review state certification of drinking water protection plans.

     

    - Assist with source water protection grant applications, where applicable.

     

    • Source Water Assessment (SWA):

     

    - Provide SWA report development support.

     

    - Work with supervisor and program staff to identify/prioritize drinking water sources for assessment.

     

    - Gather drinking water source data and information according to established procedures.

     

    - Review draft SWA reports and deliver reports for public and DEQ staff review.

     

    - Direct comments for SWA finalization.

     

    • Environmental Outreach:

     

    - Assist stakeholders (e.g., public water systems, environmental organizations, schools, etc.) to understand SWP and pollution prevention.

     

    - Participate in DEQ-sponsored outreach events and trainings.

     

    - Make presentations as assigned.

     

    - Provide outreach and education for local and regional SWP programs.

    Minimum Qualifications:

    Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.

    AND

    At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

    OR

    Possession of a master's degree in any of the above fields AND   at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

     

    Required Specialty Minimum Qualification

     

    DEQ 3002 Environmental Education

     

    At least six (6) months of full-time work experience in environmental education with responsibility for preparing public education materials and conducting public outreach (examples would include information meetings or workshops, brochures, fact sheets) for an environmental program; OR Successful completion of college coursework and approximately twenty (20) hours of training involving public education techniques.

     

    DEQ 5647 DEQ - Environmental Rules and Regulations Ok

     

    Knowledge of environmental rules and regulations gained through successful completion of at least one (1) college level course covering topics related to interpretation and application of federal and/or state environmental rules; OR at least six (6) months experience involving interpretation and application of federal and/or state environmental rules.

     

    Desired Specialty Minimum Qualification

     

    DEQ 3134 Ground Water

     

    education and experience in the areas of aquifer assessment, aquifer protection, ground water or surface and drinking water pollution; such as designing, reviewing or implementing any of the following: water contamination investigations, ground water remediation projects, TMDL evaluations, ground water and surface or drinking water monitoring projects. Typically met by possession of a Bachelor’s degree with coursework in either geology, hydrogeology, geophysics, environmental science, geochemistry, environmental health, environmental or civil engineering, soil science, or in a closely related field AND approximately three (3) years of full-time work experience in the areas of aquifer assessment, aquifer protection, ground water or surface and drinking water pollution; such as designing, reviewing or implementing any of the following: water contamination investigations, ground water remediation projects, TMDL evaluations, ground water and surface or drinking water monitoring projects. OR Possession of a Master’s degree in any of the previously listed fields AND approximately two (2) years of full-time work experience performing the previous examples of work.

     

    DEQ 3136 Scientific/Technical Report Preparation and Presentation

     

    at least four (4) years of experience preparing scientific or technical reports and at least two (2) years of experience presenting scientific, technical, or regulatory information to students, the general public, local governments, and professional organizations.

    Physical Requirements (with or without reasonable accommodations

    • Ability to sit and work on a computer for 2-4 hours at a time.

    • Ability to bend and reach for filing purposes.

    • Some periods of heavy reading and typing are required.

    • Must have valid driver’s license.

    • Occasional travel required.

    • Ability to climb ladders, staircases, work on uneven terrain.

    • Ability to lift and carry up to 50 pounds over rough terrain.

    • May work in the vicinity of loud noise.

    • May be required to travel and stay overnight in remote areas.

    • Ability to physically conduct field inspections which may include hiking short segments of steep terrain with up to twenty (20) pounds of gear.

    Optional Licensure or Certifications:

    Certified Erosion, Sediment and Stormwater Inspector (CESSWI)
