    Role Overview:

    Each state is mandated to have a Parent Locate unit to locate absent parents so paternity and child support orders can be established and enforced. Vehicle title liens are one of many ways to accomplish this.

     

    The Vehicle Lien and Locate Specialist reports to the state Parent Locate and Vehicle Lien Supervisor. You will work with DCS, state agencies, county officials, external parties, and the Bureau of Motor Vehicles to evaluate locate requests, search titles, process and release liens, and manage title transfers.

     

    This position is in the DCS Central Office in Indianapolis, Indiana.

    Salary:

    The salary for this position traditionally starts at $47,320 but may be commensurate with education or work experience.

    A Day in the Life:

    Responsibilities include:

    + Researching and addressing undistributed collections due to missing participants.

    + Researching and addressing complex escalated vehicle lien issues.

    + Processing incoming BMV titles

    + Processing other agency titles

    + Pulling and sending out released titles

    + Customer Service for participants, county partners, BMV, finance companies, insurance agencies, and vehicle dealerships regarding program policies and procedures.

    + Managing lien release requests from counties

    + Managing the title change request process.

    + Prepare and disseminate monthly and annual vehicle lien unit statistics

    + Monitor compliance and make recommendations for the program to increase efficiencies.

    + Prepare training materials and assist in training unit employees on program requirements and usage.

    This position is exempt from overtime compensation for additional work hours that may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

    What You'll Need for Success:

    Credentials:

    + Bachelor's Degree and 1+ year of experience, or

    + Associate's Degree and 3+ years of experience, or

    + 5+ years of experience applying the below, outlined knowledge, skills, and abilities in a similar role.

    + Related certifications and coursework may be considered for education or experience.

    Additional qualifications:

    + General knowledge of federal and state child support programs.

    + General knowledge of the vehicle lien process.

    + Basic knowledge of the rules and regulations pertaining to the enforcement of child support and locate needs of the Title IV-D Child Support Program.

    + Ability to gather and compile appropriate program materials.

    + Excellent customer service skills.

    + Excellent oral and written communication skills.

    + Ability to operate effectively in a group decision-making process.

    + Ability to work with diverse populations effectively assist in resolving problems for child support program participants.

    + Ability to work independently.

    + Ability to manage multiple priorities.

    Supervisory Responsibilities/Direct Reports:

    This role may be utilized in a supervisory capacity based on agency needs.
