    General Information

     

    The City of Ames is conducting a recruitment to establish a Civil Service eligibility list for this classification. The list will be valid for up to one year from the date of certification by the Ames Civil Service Commission and may be used to fill one or more vacancies in this classification. In addition, City of Ames Civil Service employees who have previously held Civil Service status in this classification and are interested in voluntarily demoting or laterally transferring into the current vacancy must submit their application by the deadline.

     

    Under general direction, performs a variety of administrative and supervisory duties in directing and coordinating the activities of the Operations and Traffic Operations Division in the Public Works Department; performs related work as required.

    Compensation Philosophy:

    The City of Ames has a compensation philosophy for our merit salary ranges that provides growth for employees as they gain experience and expertise in their roles. The minimum pay of each range is intended to reflect an employee's qualifications that meet the position's minimum requirements. The median of any range is for an employee who can reasonably meet all expectations of the position responsibilities without initial or extensive training. The City may consider a candidate's education, experience, and skills that are above the minimum requirements when considering a salary closer to the median. The median salary for this position is $111,434.

    Examples of Essential Job Functions: Plans, organizes, directs, and manages all activities of the operations division including street maintenance, snow and ice control, traffic operations, water distribution, storm sewer collection, and sanitary sewer collection; provides leadership in planning, organizing, and directing the work of supervisory staff involved with the variety of services provided by the Division; coordinates Division projects and programs with other organizations and agencies; prepares, presents and administers the Divisional CIP and program budgets and maintains budgetary controls; reviews work methods, practices, and procedures to ensure efficiency and effectiveness; selects, trains, evaluates, and disciplines Division staff; receives, investigates, and resolves inquiries, requests for service, and complaints from the general public; prepares reports and related materials for management review; administers Division's annual contracts for City services; analyzes and determines action required for various emergency situations dealing with public and private property safety; selects monitors, and evaluates consultants for CIP projects.

    Other Job Functions: Makes presentations to public groups. Prepares reports for City Council. Attends and makes presentations at City Council meetings as needed.

    Qualifications

    Education and Experience: Bachelor's degree in Business Administration, Public Administration, Engineering, Forestry, Horticulture, or a related field; and three years of experience in administering and directing a municipal operations program; a public works operations program or an engineering function; or an equivalent combination of education and experience.

     

    Licenses and Certificates: Must possess a valid Iowa driver's license.

     

    Knowledge, Skills, and Abilities: Considerable knowledge of municipal general service and operations activities including street maintenance, snow and ice control, bridges, traffic operations, water distribution, storm sewer collection, and sanitary sewer collection; considerable knowledge of the principles and practices of modern operations management; knowledge of principles and practices of supervision.

     

    Skill in the administration, management, and delivery of public maintenance and support services; skill in planning, organizing, assigning, supervising, and evaluating public works operations and crew activities; skill in determining, forecasting the need for, and developing programs for the delivery of public works maintenance services; skill in responding to and resolving citizen complaints and requests for public works services.

     

    •Ability to organize, direct, and coordinate the activities of several distinct operating units; ability to lead others by inspiring a shared vision; ability to plan and supervise a varied work program involving unskilled, semi-skilled, skilled, and supervisory personnel in a manner conductive to full performance and high morale; ability to participate in the development of long-term plans and programs related to public works; ability to express ideas on public works subjects clearly and concisely, both verbally and in writing; ability to prepare accurate and timely reports; ability to effectively present information and data for management and interested public groups; ability to establish and maintain credibility and an effective working relationship with citizens, superiors, subordinates, other City employees, contractors, vendors, and members of other government organizations or agencies; ability to make decisions under emergency conditions where property or life may suffer loss; ability to operate a light vehicle; ability to operate computer hardware and software; technology use required by position – ESRI ArcGIS Online systems, Microsoft Office Software, NaviLine, and traffic signal operations software. Ability to direct and participate in teams.

     

    Supplemental Information

     

    General Physical Characteristics: The work involves sitting 50 percent of the time; sitting and using arm/leg controls 10 percent of the time; standing (but not walking) 10 percent of the time; standing and walking 30 percent of the time; frequently lifting objects under 10 pounds; occasionally lifting objects from 10 to 25 pounds; infrequently lifting objects from 25 to 50 pounds; and infrequently lifting objects over 50 pounds.

     

    Vision Requirements: The minimum standard for use with those whose work deals largely with preparing and analyzing data and figures, accounting, transcription, computer terminal, extensive reading, visual inspection involving small defects or parts, use of measurement devices or assembly of parts at distances close to the eyes.

     

    Required Physical Activities: Climbing, balancing, stooping, kneeling, reaching, walking, lifting, finger dexterity, grasping, talking, hearing, repetitive motions.

     

    Environmental Conditions: The work is performed inside and/or outside and includes being exposed to extreme cold and extreme heat. The worker may be subject to atmospheric conditions that affect the respiratory system or the skin and isolation.

     

    Equipment Used on the Job: Phone, calculator, blackboard/whiteboard, two-way radio, light vehicle, street maps, a variety of printed materials, measurement tools, a variety of computer hardware and software.

    Selection Process:

    The selection process consists of an evaluation of education and experience; phone interview; on-site interview; and completion of reference checks and a criminal background check, which includes a sex offender registry check. All candidates will be notified by email of their application status.

     

    Preference may be given to applicants possessing qualifications above the minimum.

     

    Depending on the number of qualified candidates, the City may forego phone interviews.

    Veteran’s Preference Points

    The City of Ames provides Veteran's Preference Points for Civil Service positions.
