    This is an Exempt to Permanent position in accordance with Class-Based Test (CBT) Civil Service Rules. This recruitment is restricted to current exempt employees of the City and County of San Francisco, San Francisco Unified School District, or San Francisco City College, working within the 0923 Manager II classification.

    Under administrative direction, incumbents in this class provide mid-level management functions in an operating department with responsibility for a section, program or defined functional area and may assume responsibility for one or more section(s) or operational area(s) or operationally-related services.

     

    Incumbents in these positions make decisions which impact the daily operations and implementation of established procedures and policies of the related units/sections and solve problems requiring analyses of issues that may result in deviations from routine processes, new technology and/or additional resources. These Managers typically contact and/or establish working relationships with others at similar levels within the organization and coordinate budget preparation, monitoring expenditures and financial reporting for the assigned section.

     

    Incumbents in this class assume responsibility for one or more large section(s) or functional areas and this class is distinguished from Manager I by responsibility for providing complex, diverse programs or services.

     

    Supervision Exercised: Managers in this class typically manage supervisors of clerical, maintenance and/or technical employees.

    Examples of Important and Essential Duties:

    1. Manages programs, operational activities, or projects of assigned section or program area; supervises, trains and evaluates the activities of personnel and/or coordinates and monitors the work of consultants and contractors working for the department; works with other managers and staff to evaluate and implement goals, responsibilities, policies and procedures of the division.

    2. Monitors the work of and coaches subordinates to improve performance.

    3. Evaluates procedures, identifies and analyzes problems and issues and may implement and document new procedures of the assigned section/program.

    4. Participates in budget development by providing detailed justification and persuasive arguments for proposals or initiatives.

    5. Coordinates budget preparation, monitors expenditures and financial reporting for assigned section; prepares reports, memoranda, and correspondence; and maintains statistical records. Implements and closely monitors budget expenditures; provides executive management with an early warning and practical options to potential cost overruns.

    6. Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major departmental priorities.

    7. Assists in developing and implementing operational policies to ensure the efficient operation of section or program.

     

    Applicants must meet the minimum qualifications requirement by the final filing date unless otherwise noted.

     

    + Current Category 16, 17, or 18 Exempt Employee in Class 0923 who has worked at least 2,080 hours in class 0923; AND

    + Education: Possession of a baccalaureate degree from an accredited college or university; AND

    + Experience: At least three (3) years of professional experience.

     

    Substitution

     

    Education Substitution: Additional experience may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units.

     

    Experience Substitution: Possession of a Juris Doctorate (J.D.) or Master’s degree may substitute for one (1) year of the required professional experience.

    SELECTION PROCEDURES:

    + Preliminary Questionnaire – Training and Experience Assessment (100% Weight) – During the online application process, candidates will be prompted to complete a Preliminary Questionnaire as part of the online employment process. The Preliminary Questionnaire will serve as the Training and Experience Assessment for this recruitment. Your responses to the preliminary questionnaire will be used to determine whether you qualify to be placed on this recruitment’s eligible list.

     

    Ranking Based on Verified Exempt In-Class Service Duration - Qualified applicants will be ranked on the eligible list based on the length of their exempt City service (in Category 16, 17, and/or 18) in the 0923 Manager II class, along with any additional qualifying points (e.g., promotive status), as outlined in Civil Service Commission (CSC) rules. All work history will be verified using official City records, which will serve as the final authority in determining qualifying service.

     

    ELIGIBLE LIST/SCORE REPORT: A confidential eligible list of qualifying candidates will be created and used for certification purposes only. A score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection upon request once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this selection process is subject to change after adoption (e.g., because of appeals), as directed by the Human Resources Director or the Civil Service Commission.

     

    DURATION OF ELIGILBLE LIST: The duration of the eligible list resulting from this examination process will be 6 months and may be extended with the approval of the Human Resources Director.
