    Summary and Key Responsibilities

     

    Seeking a Senior Grants & Contracts Analyst to provide dedicated, professional-level management of sponsored research funds, with 90% or more effort focused on pre-award and post-award functions. Responsibilities include proposal preparation and submission, budget development, financial oversight, billing and invoicing, reporting, compliance monitoring, and award closeout.This position works independently on a diverse portfolio of complex

     

    grants and contracts, ensuring timely, effective, and compliant administration of sponsored funding. While limited support may be provided for

     

    non-sponsored funds, the primary focus is on sponsored project administration.

    JobScope/Complexity:

    + Provide broad and in-depth guidance on sponsor regulations, institutional policies, and compliance protocols to Principal Investigators (PIs), research staff, and administrative personnel within and outside the institution.

    + Serve as a departmental expert and mentor, offering training and guidance to Grants & Contracts Analysts, Specialists, and Coordinators.

    + May act as the lead departmental grants and contracts professional in the absence of a Grants & Contracts Manager.

     

    Types of Sponsored Awards for which the

    Position is Responsible:

    + Independently manage a variety of complex, multi-component awards, including federal, foundation, and industry-sponsored projects.

    + Responsible for awards from agencies such as NIH, NSF, DOD, and NASA, as well as investigator-initiated research, consortium agreements, subawards, and large center grants.

    + Oversee multi-project budgets and subrecipient agreements, ensuring compliance with federal and institutional regulations.

    + Provide guidance to staff managing subawards and federal pass-through funding.

    + Support limited management of non-sponsored funds, including general funds and gifts.

    Budget Authority:

    Responsible for managing and monitoring up to $20 million in sponsored and non-sponsored

     

    accounts.

     

    Exercises independent judgment in approving expenditures, interpreting policy, and ensuring fiscal

     

    accountability.

    Specific Duties & Responsibilities:

    + Partner with faculty, departmental administrators, and the institutions Research Administration to prepare and submit competitive grant applications.

    + Review proposals for accuracy, completeness, and compliance with institution and sponsor guidelines before submission to ORA.

    + Develop detailed budgets and justifications for Principal Investigator review.

    + Advise and train faculty and staff on proposal development best practices and evolving sponsor requirements.

    + Serve as a liaison between research units, central offices, and funding agencies to resolve administrative issues and facilitate smooth submissions.

    + Provide preliminary information for subcontract negotiations and subrecipient monitoring plans.

    + Manage the setup, review, and maintenance of new awards, including budget allocation, personnel setup, and cost center verification.

    + Regularly audit and report on the financial status of grants, contracts, and discretionary accounts to PIs and departmental leadership.

    + Ensure timely completion of all post-award responsibilities, including budget distribution and reconciliation, effort reporting, cost transfers, invoice payments, and subcontract processing.

    + Lead complex award management activities, including monitoring compliance, preparing for audits, and generating financial and progress reports.

    + Provide direct support and guidance for grant and contract closeouts, ensuring accurate and compliant finalization of all accounts.

    + Verify that closeouts managed by other team members meet institutional standards.

    + Work with team to complete desk audits for high risk subs

    + Process JAWS, SWIFT, and Fibi records whenever required

    + Responsible for project administration, purchasing, accounting, payroll, and effort certification.

    + Responsible for administering and managing funds across all 20 Demonstration Sites and Community Advisory Board (CAB) members.

    + Coordinate the on-campus financial activities with the off-campus financial activities, which includes assistance in procurement of services and goods and payments.

    + Provide monthly reporting to the PI as requested on various fiscal expenditure activities and will meet weekly with the Project Administrator in Yrs 1 and 4 in support of subaward generation and close-out, and bi-weekly for regular accounting during Yrs 2-3

    This is a Contract to Hire position based out of Baltimore, MD.

    Pay and Benefits

    The pay range for this position is $40.86 - $45.67/hr.
