Description of Work Unit
The mission of the Colorado State University Engineering and Capital Construction Section is to provide engineering and construction management for new construction, renovation, controlled maintenance and replacement of the physical facilities and infrastructure at Colorado State University. Engineering and Capital Construction provides engineering, environmental, sustainability, and construction project management services, to assist Facilities Management and University customers in support of the University’s Mission, Strategic Plan, and Physical Development Plan.
Position Summary
The Environmental Regulatory Specialist ( EPS Tech III ) ensures university compliance with federal and state environmental regulations governing public water systems, stormwater management, and air quality (Title V). This position serves as the primary liaison between the university and the Colorado Department of Public Health and Environment ( CDPHE ), tracking and verifying permit requirements, coordinating testing and reporting, coordinating training, and resolving compliance issues. The specialist analyzes regulatory changes, develops and implements updated processes, and collaborates with Facilities Management personnel, consultants, and campus stakeholders to maintain safe drinking water, prevent stormwater contamination, and minimize air emissions. The role requires strong technical expertise, attention to detail, and independent judgment in developing and improving environmental compliance programs across university operations.
Minimum Qualifications
To be considered for this position, candidates must demonstrate in the application materials:
Experience Only:
+ High school diploma or GED certificate
+ Six years of engineering or physical sciences technician experience ensuring compliance with federal and state environmental regulations governing public water systems, stormwater management, or+ air quality (Title V).
OR
Education and Experience:
+ A combination of related education and/or relevant experience in an occupation related to the work assigned: (engineering, physical sciences) may be substituted on a year-for-year basis for up to four years of the required experience.

The highly desired candidate will possess the following knowledge, skills, abilities, personal characteristics, and experience directly related and critical to this position:
+ Professional experience with regulatory programs such as Public Water Systems, MS4 Stormwater, or Title V Air Permitting.
+ Demonstrated knowledge of Colorado Department of Public Health and Environment ( CDPHE ) regulations and compliance procedures.
+ Experience with sampling, record keeping, and reporting under environmental permits.
+ Familiarity with GIS , asset management systems, or database tools used to track compliance data.
+ Demonstrated abilities to identify, analyze, and report upon activities, issues, and problems and make recommendations for appropriate solutions.
+ Possession of or ability to obtain relevant Colorado Water and Wastewater Operator certifications ( within 6 months)
+ Strong analytical, communication, and collaboration skills for coordinating across technical and administrative stakeholders.
+ Working knowledge of state and federal environmental regulations and basic principles of environmental monitoring and reporting.
+ Ability to collect, organize, and interpret technical data to support regulatory compliance.

• Oversee accurate and complete record keeping for backflow device testing and compliance.
• Hold water and sewer operation licensure required for water systems under FM responsibility.
• Assist in water sample collection, chain of custody, and lab delivery.
• Conduct annual surveys of all water system customer service lines for cross-connections and correct cross-connection control.
• Attend and provide support for state inspections.
• Respond to customer water quality complaints.
• Serve as point of contact for CDPHE correspondence.
• Organize required actions and public notifications for any compliance issue including violations.
• In coordination with CDPHE , the Associate Vice President of Capital Planning and Programming, the Operator in Responsible Charge, and stakeholders, modify and improve the public water system regulatory program as needed over time.

• Maintain all SOPs for CSU’s MS4 program.

• Coordinate lab purchase orders, invoices, and payments and interpret lab results.
• Oversee accurate and complete record keeping for backflow device testing and compliance.
