    Description

    The Department of Information Technology (IT) plays a key role in driving customer-focused innovation initiatives. It is composed of three technical bureaus which are Application Services, Customer Success and Productivity, and Technology Infrastructure and Security. Collectively, the 95 staff members work together to provide essential services and technical support to all City staff and business functions. Most processes in the organization are dependent on technology to function; there is a continual need for technology solutions that meet business function and organizational needs, while balancing security and support requirements. The Chief Information Officer and the Assistant Director work together to set technology policy direction for the enterprise and establish a supportive, respectful, and inclusive culture in the department. They, together with the three Technology Managers, lead departmental staff in identifying, recommending, implementing, and maintaining technology and solutions to support the City’s business needs, while setting and enforcing organizational standards and policies.

     

    The Radio & Electronics division tied to Technology Infrastructure is seeking to hire a Radio Communications Systems Analyst, Senior. This role is crucial for maintaining reliable radio communications for police, fire, paramedics, and other city departments. The individual will conduct systems analysis on various communication equipment and support the deployment, testing, and repair of components tied to the City’s radio system. Additionally, the person in this role will provide on-call services for communication equipment, upfit city vehicles with critically needed electronics, and act as point of contact for city employees needing immediate assistance with communications and electronics equipment tied to city vehicles.

     

    Department Hiring Salary Range: $50,624 - 58,217

    Essential Functions

    Essential functions include but are not limited to:

    + Supports operations of the 800 MHz digital trunking radio system by reviewing system usage and diagnostics with the network management terminal and associated applications. Performs repairs and maintenance of radio systems by receiving incoming equipment, generating work orders in CommSHOP 360, determining necessary repair, obtaining parts, replacing defective components and aligning, testing, completing work orders in the system and performing preventative maintenance at multiple sites.

    + Installs specialized equipment in vehicles, such as lighting, lightbars, controllers, sirens, cameras, wireless access points, and communication devices.

    + Provides coordination of subscriber programming of established radio equipment to the trunking radio system based on the communication needs of each city department. Performs system analysis by using vendor software and special test equipment to obtain operational data, analyzing files from data acquisition modules, monitoring real time radio traffic, listening to dispatch center audio recordings, and locating, measuring and identifying interfering wireless signals.

    + Provides support of trunking and conventional radio systems, including dispatch console configurations for Police and Fire-Rescue. Acts as the escalation point for complex technical issues, ensuring seamless communication between internal teams and external partners. Provides expert guidance to staff and external customers on data analysis and system enhancements, fostering a collaborative approach to service delivery and innovation.

    + Demonstrates strong analytical and technical comprehension skills, with the ability to interpret and apply complex technical documentation, schematics, and mathematical instructions.

    + Communicates effectively with both technical and non-technical audiences, translating complex radio communication concepts into clear, actionable guidance for users and stakeholders without engineering backgrounds.

    + Maintains compliance with safety and regulatory standards, ensuring that all system operations and field activities meet applicable codes and agency policies.

    + Assists with the deployment of new technology that supports various radio and electronics needs for city departments served by the division.

    Education/Experience

    Required

    Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with a two year associate's degree, diploma or equivalent from a college, technical, business, vocational, or correspondence school. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.

     

    Two years' experience in Electronics

    Preferred Education/Experience:

    + Preferred candidates should have two years’ experience with electronics and/or a knowledge of a specific vocational, administrative, or technical natures obtained from an associate’s degree or equivalency obtained from a technical, business, vocational, or correspondence school.

    + Preferred candidates will possess Motorola Two-Way Radio/System training or have graduated from an Electronics or Telecommunications training school.

     

    Additional Information & Requirements

     

    + Valid Driver's License may be required depending on assignment.

    + Federal Communications Commission General Radio Telephone Operator's License or NABER certification within six months of employment

     

    Work Location: 800 E. City Hall Ave , Norfolk, VA 23510

     

    Work Hours: M-F 8:30 am - 5:00 pm

     

    + Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

    + Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

    + Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

    + Retirement

     

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    + The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
